Description
The Directorate of Standards and Guidance (DSG), an organization within the U.S. Department of Labor?s Occupational Safety and Health Administration (OSHA) is seeking a contractor to provide technical assistance with DSG tasks. DSG is responsible for all work involved in developing proposed and final standards and guidance material for the protection of employees? safety and health. Standards involve regulation of toxic chemicals, harmful physical and biological agents, and safety hazards such as electricity, unguarded machines, or flammable agents. Guidance materials may be developed on a wide range of safety and health hazards, and may be presented in many different forms, including documents, online materials, and audiovisual materials. DSG anticipates that the contractor will assist OSHA in carrying out its statutory responsibilities in the area of standards and guidance material development work during the course of this 12-month contract with four additional option years. Prospective sources must show expertise and substantial experience in all three of the following areas: (1) rulemaking and guidance development support, (2) economic analyses, and (3) literature search and information management. This expertise and experience should be presented in a synopsis of projects previously performed by the source. Each synopsis should identify the name and address of the client, a description of the work performed, the dollar value of the project, the number of personnel on the project, the period of performance, and the name and telephone number of a contact at each client who is knowledgeable about the work performed by the source for the client. An estimate of lead-time required to provide a fully trained and experienced staff meeting the combined requirements shall also be included. THIS IS NOT A REQUEST FOR PROPOSAL. All interested parties who believe they meet these requirements are invited to submit a response in writing, postmarked no later than June 13th which provides information describing their ability to provide these services. Vendors interested in performing this project must submit a Statement of Qualification/Capabilities Statement that identifies the vendor?s experience in the performance of services the same as or similar to the ones to be performed. THE STATEMENT OF QUALIFICATIONS MUST BE PROVIDED IN TRIPLICATE, AND TRANSMITTED UNDER A COVER LETTER. The cover letter must cite the number of this notice (RFI T.N. 03-27), and it must state whether the respondent is a large, small, HubZone or 8(a) business concern. The NAICS code for this requirement is 541710 and the size standard is 500 employees. Respondents that are small business concerns must also state whether they are small disadvantaged business and/or small woman-owned businesses. All submissions responsive to this listing must be mailed to the United States Department of Labor, ATTN: Mr. Angel P?rez/Ms. Julie Lawrence, Room N-5416, Office of Procurement Services, 200 Constitution Avenue, NW, Washington, D.C. 20210 and be postmarked no later than June 13, 2003, to be considered. All other submissions will be considered to be non-responsive. The Government reserves the right to compete any acquisition resulting from this RFP among small businesses or to make award to an 8(a) firm, based on the responses received. This synopsis is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation or award a contract. No technical or solicitation documents exist at this time. All firms/organizations that submit responses will be included in the distribution of any subsequent solicitation.
