Description
The National Cancer Institute(NCI), Research Contracts Branch(RCB), plans to procure logisitcal support in preparation of the HBCU/MI Proposal Writing Workshop from Chaminade University of Honolulu, 3140 Waialae Avenue, Honolulu, HI 96816. The purpose is to provide the selected institution's faculty and staff tutorial instruction in the development of a response to a Request for Proposal (RFP), approaches to cost analyzes, evaluation of proposals, and how to avoid fatal flaws. Chaminade University of Honolulu will provide all the necessary Logistical Support for the workshop. Historically Black Colleges, Universities and Minority Institutions (HBCU/MI) continue to play a significant role in the education of minorities, make outstanding intellectual and scientific contributions that are indispensable to the broader society, and serves as centers for ethic and minority culture. These institutions, however, have experienced difficulties in winning grants and contracts as a result of competitively issued Request for Proposals (RFP's) for Research and Development Requirements (R&D) from the Federal and State Governments and in many cases the private sector as well. During the 1990s HBCU/MI's comprised approximately 12.7 percent of all U.S. Institutions conducting research and development, yet they receive less than 1.5 percent of the research dollars awarded to institutions of higher educations. Chaminade University is the only known source to NCI that can provide the necessary services required by the Agency. Chaminade University will provide all services/materials required to host a three day workshop from a variety of Minority Institution's primarily from the Pacific Basin-servicing areas including Hawaii, American Samoa, Guam and the commonwealth of the Northern Marianas Islands. This is not a soclitation for competitive quotations. However, if any interested party believes it can provide the above services, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be in writing and received in the contracting office by 2:00 PM EST on June 9, 2003. For further information please contact Cynthia Brown, Purchasing Agent, 301-402-4509. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
