Description
The U. S. Department of Homeland Security, Bureau of Immigration and Customs Enforcement, Detention and Removal Operations (DHS/BICE/DRO, hereinafter referred to as BICE/DRO or Agency) seeks to obtain an Indefinite Delivery/Indefinite Quantity, Multiple Award contract for the temporary housing (separate housing facilities for both the non-criminal females and family groups), safekeeping, capable of providing meals three times daily, transportation, security services care and other related child welfare services for these individuals while in Service custody in the South Florida (Family Service Care only), South Texas, Southern California, and Northern Illinois areas for both Non-Criminal Undocumented Alien Adult Female and Family Groups. Family Groups: The purpose of this contract is to provide a program of residential service care and other related services to twenty five family units (to include parents and minor children under the age of eighteen) with up to four members in each for a total of 100 individual undocumented aliens who are required by law to be held in the legal custody of BICE/DRO. Non-Criminal Adult Females: The purpose of this contract is to provide a program of temporary minimum security/alternative detention residential and other related services for up to 100 undocumented alien non-criminal adult females in each of the areas listed above who are required by law to be held in the legal custody of the BICE/DRO. The Offerors are expected to show the capability to properly provide assistance and services for each family member and female including, but not limited to: 1) Family Reunification Services; 2) Program Orientation; 3) Individual Counseling; 4) Group Counseling; 5) Acculturation/Adaptation; 6) Education; and 7) Access to Legal Services. Other services that are necessary and appropriate for females may be provided if the Government determines in advance that the service is reasonable and necessary. Service delivery shall be provided in an age appropriate, culturally acceptable manner that meets the needs of each individual family member and female. Females may have a variety of physical, emotional, and medical needs that must be addressed. The North American Industrial Classification Systems code is 922140 and Small Business Size Standard is $6,000,000.00. The residential care facilities must have, or be in the process of obtaining the standard business licenses that may be required by the State, County or local regulations/policies. The successful contractor(s) shall obtain ACA accreditation within 24 months of contract award. The requirement is solicited under a Request For Proposal/ Performance Based format requiring evaluation by an agency team of subject matter experts. Interested parties should respond in writing, no telephonic or facimile requests will be considered. The Government will consider offers that can reasonably demonstrate the offeror's ability to acquire (either through purchase, lease or other arrangement) a facility, if it can be ready and available for occupancy 180 days after notice to proceed, or sooner.
