Description
Sources Sought. The Administrative Office of the United States Courts (AOUSC) is seeking vendors with the ability to provide expert technical assistance and quality control (QC)/proficiency monitoring to ensure the integrity of urine tests performed by on-site laboratories operated by federal probation and pretrial services offices and national urinalysis laboratories in accordance with the Department of Health and Human Services' (HHS) "Workplace Drug Testing" requirements, and non-instrumented drug test devices. The intent of this notice is to obtain market information and determine the capabilities of vendors to provide these needed services to the AOUSC. Information is being sought to about vendor capabilities to provide technical assistance in preparation for the Request for Proposals (RFP) to provide the following: national urinalysis services for drug-dependant federal defendants and offenders; assess technical weaknesses and recommend improvements to ensure state-of-the art testing by awardees; participate in technical review of offerors; assist in responses to inquiries and/or protests; participate in on-site evaluations of laboratories to determine capabilities; arrange for pre-award "spiked" blind test specimens to be delivered to each laboratory visited during the on-site visit to test proficiency; assist in the design, purchase, and supply of monthly "open" and "blind" test specimens to our three urinalysis contractors through our 93 probation and pretrial services offices, which include the 25 on-site laboratories; and evaluate the results from the proficiency test specimens and issue findings and recommendations. The QC monitoring shall be performed through the procurement and submission of "spiked" QC specimens, and on-site inspections to probation and pretrial services offices (once every two years) and national laboratories (once every six months) and monthly written statistical QC reports. Specimens used in the QC program shall have been referenced by a laboratory or group of laboratories with expertise in urine drug screening and shipped in a manner to protect the integrity of the "spiked" specimen. The "spiked" specimens shall be submitted as blind test specimens by probation and pretrial services staff to the national contract laboratories. These specimens will be used to evaluate the performance of our national laboratories, and 25 on-site laboratories and test the proficiency of non-instrumented testing devices used by probation and pretrial services officers. The contractor shall provide technical assistance in the evaluation of non-instrumented drug test devices and other technology for detecting illicit drug use. The contractor shall also serve as the AOUSC's primary source of expertise for all issues pertaining to testing for drugs of abuse and alcohol and shall provide guidance and technical assistance to the AOUSC and federal probation and pretrial services offices as requested. Interested vendors should provide a capability statement that describes the following: 1) The ability to provide the above services and experience in providing such services; 2) the size and scope of your clientele; 3) Experience in writing Statements of Work for Requests for Proposals and in evaluating proposals; and 4) Any additional information that you believe would be helpful to the AOUSC. All information received will be treated as procurement-sensitive proprietary information and only used internally by the Contracting Officer, Contracting Officer Technical Representative and technical evaluation team if needed. It will not be released or shared with any other government agency or any government contractors. Contractors that are capable of providing all of the services identified above should send a capability statement to Contracting Officer Kevin Sullivan, Procurement Management Division, Administrative Office of the United States Courts, Suite 3-250, One Columbus Circle NE, 20544 within fifteen calendar days after the publication of this notice.
