Description
NASA/GSFC has a requirement for the following services. (1) perform programming and analysis of topographic and remote sensing data for the Earth and Mars; (2) prepare an interactive data base for the thousands of impact craters analyses conducted in support of Dr. J. Garvin's Mars Global Surveyor investigation; (3) provide computer programming and data analysis services. This service will include continued development of interactive database for thousands of crater on Mars. Deliverables: written report of work with all maps and data analysis, and new computer programs written for this work and their documentation. NASA/GSFC intends to purchase the items from Herring Bay Geophysics, 440 Fairhaven Road, Tracy's Landing, MD. Herring Bay has developed codes that have enabled the production of the first global topographic roughness maps of Mars, a database of 5000 measurements of Martian impact craters, and interactive analysis codes for measuring landforms on Mars, Earth and asteroids. These services are vital to ongoing spaceflight investigations that involve missions, including the Mars Global Surveyor, the Mars Odyssey Mission, the SRTM Mission, the Ikonos Imaging System and the Shuttle Laser Altimeter. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 16, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
