- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotation (RFQ) for a Microwave Power System. Specifications: NASA Glenn Research Center (GRC) has requirements for a 5.8 GHz Microwave Power System capable of supplying up to 1 kW of CW microwaves. NASA GRC also requires the microwave power supply to include the following: ? 1 Launcher Section. The launcher section shall have a low VSWR ~1 ? 1 Circulator/Isolator: The circulator/isolator shall have a 1.5-2 kW low VSWR for forward propagating waves ? 1 Directional Coupler: The directional coupler shall be 60 dB down ? 1 Quartz Window: The quartz window shall be low reflection, low loss ? 4 Stub Tuner: The Stub Tuner shall have a large tuning range with low loss The above components shall contain WR-159 wave guide. In addition, the Microwave Power System shall meet the below specification: ? Microwave generator, 5.8 GHz +/- 100 MHz (fixed frequency). ? Tube type: magnetron. ? Separate variable-output power supply and magnetron head, complete with cables. ? WR-159 output flange. ? Isolator is required (minimum 20 dB return loss), with dummy load to handle 100% reflected power. ? The air-cooled tube shall be able to achieve a minimum of 700 watts continuous output including a backup tube. ? The tubes shall also have the option for water cooling so that powers up to 1kW are achievable. Period of Performance: Delivery of the Microwave Power System shall be 13 weeks from receipt of order. **NOTE TO PROSPECTIVE OFFERORS: OFFEROR MUST INCLUDE ADEQUATE INFORMATION FOR THE GOVERNMENT TO EVALUATE WHETHER OR NOT THE ITEM MEETS THE STATED SPECIFICATION** The provisions and clauses in the RFQ are those in effect through FAC 01-12. The NAICS Code and the small business size standard for this procurement are 423990 and 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to Glenn Research Center is required within 13 weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9 Offers for the items(s) described above are due by June 13, 2003 to NASA Glenn Research Center Attn: Timothy M. Bober 21000 Brookpark Road Cleveland, Ohio 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (Oct 2002), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (Feb 2002), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (Apr 2003), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable. Bober not later than Thursday June 5th, 2003. Telephone questions WILL NOT be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, delivery and past performance. **It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b).** Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps_certs/sats/ . These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B". Prospective offerors shall notify this office of their intent to submit an offer.
