NAICS Code: 541511 Inductively Coupled Plasma Data Reduction Program (IDRUP) Migration to Microsoft Windows Public Notice May 29, 2003 Procurement Office: U.S. Environmental Protection Agency, Headquarters Procurement Operations Division Administrative Contracts Service Center (3803R) 1200 Pennsylvania Ave, NW Washington, D.C. 20460 Title: Inductively Coupled Plasma Data Reduction Program (IDRUP) Migration to Microsoft Windows Response Date: June 12, 2003 Notice of Intent to negotiate and award a sole source purchase order under the Simplified Acquisition Procedures (SAP) of FAR Part 13 to Maxime Pitard. The National Enforcement Investigations Center has a requirement for Maxime Pitard for the development and migration of plasma emission spectroscopy (PES) data reduction software to the Windows environment and development system. Under Federal Acquisition Regulation (FAR) 6.302-1, the Government may award based on sole source if "only one responsible source and no other supplies or services will satisfy agency needs." A determination not to compete this proposed purchase order has been made because Mr. Pitard is the only contractor who has the unique experience working with IDRUP, and knowledge of the required migration process. In addition, Mr. Pitard has worked in an EPA accredited laboratory performing the spectroscopic techniques that requires the data reduction software, and has previously written software, similar to IDRUP, to handle the large amount of data produced by the same types of analytical instruments used at the NEIC laboratory.Mr. Pitard is the only contractor qualified to provide this service based on his unique capabilities.
