- FISC Norfolk Detachment Philadelphia intends to issue a Firm-Fixed Price contract on a 100% Small Business Set-Aside Basis, Transition Assistance Program (TAP)/Spouse Employment Assistance Program (SEAP) Instructor/Counselor Services at the Fleet and Family Support Center (FFSC) at Naval Training Center Great Lakes, IL. The contractor shall provide ?one stop? TAP/SEAP services where military and family members are able to obtain information, resources and assistance on a wide range of employment topics, job preparation/placement, employment counseling, mentoring, networking and advocacy. The intent of this service, which shall be provided by one individual, is to assist the Great Lakes military population in making informed decisions to make an effective transition from military service to civilian life and employment. The contractor shall provide services during normal FFSC hours of operation (0730-1600), Monday through Friday, except Federal Holidays. The request for proposals (RFP) will require the submission of price and technical offers to include a review of past performance. The applicable NAICS code is 624190; the small business size standard is $6 Million. Release of the RFP will be via the Internet only. Interested parties may download the RFP upon its issuance at www.neco.navy.mil. It is imperative that interested parties review the NECO website frequently for any updates/amendments. Numbered notes 1 and 26 apply.
