- THIS SOLICITATION WILL BE RELEASED VIA THE INTERNET. This will be the only method for distributing solicitation documents and amendments. THIS SOLICITATION WILL BE AVAILABLE FOR VIEWING AND DOWNLOADING AT THE FOLLOWING WEBSITE: www.esol.navfac.navy.mil The official planholders list will be maintained and can be printed on the website only. Amendments will be posted to the website for viewing and downloading. IT IS THE OFFEROR?S RESPONSIBILITY TO PERIODICALLY CHECK THE WEBSITE FOR AMENDMENTS. ALL PROSPECTIVE OFFERORS AND PLAN ROOMS ARE STRONGLY ENCOURAGED TO REGISTER ON THE WEBSITE. All contractual and technical questions shall be submitted to Carrie Grimard via facsimile at 812-854-3800 or e-mail at grimard_carrie@crane.navy.mil Provide all labor, equipment, tools, supplies, transportation, supervision, quality control, and management necessary to perform Center wide Roof Repair and Replacement in accordance with the specifications at the Crane Division, Naval Surface Warfare Center (NSWC Crane), Crane, Indiana and other installations within ROICC Crane?s area of responsibility, by means of a requirements type contract utilizing the Commercial Acquisition Procedures in Part 12 of the Federal Acquisition Regulation. As such, the total value of delivery orders issued under this contract shall not exceed $5.0 million. This is a Requirements type contract awarded on a unit priced basis. The work includes provision of necessary labor, transportation, materials, supplies, equipment, and supervision for locating and isolating leakage points of entry, removal, repair and replacement of built-up and E.P.D.M. roofing systems, asphalt shingles, standing seam, rolled roofing, felt, insulation, plywood decking, roof accessories to include flashing, gravel stops, drip edges, and gutters and downspouts; the application of roof coatings; the repair of joints, re-caulking; and incidental related work. The solicitation contains provisions for a 12 month base period, plus two 12-month option periods to be exercised at the discretion of the Government. The term of the contract shall not exceed 36 months or the total value of the contract shall not exceed $5.0 million whichever comes first. Under the terms of this type of contact, the Government does not guarantee a minimum amount of services to be ordered. However, the Government is obligated to order from the Contractor, and no other source, all supplies or services of the type described in the contract which are contracted for during the contract term. Exceptions are total renovations which include roof replacement, work which will be accomplished by Government forces, work included as part of new mil-con or other new or major renovation building projects, and work under the Government Purchase Card threshold which is currently $2,000.00. If the contractor does not accept an order, the Government reserves the right to procure the services from other sources. SEED PROJECTS. As part of the initial proposal, the contractor shall provide both a cost proposal and brief performance narrative for Roof Replacement, Building 365 at NSWC Crane, Indiana. Work shall commence in approximately thirty days after the contract award. The estimated square foot of existing roof is approximately 11,461. The contractor shall use the unit pricing that is provided by the contractor within the schedule of estimated work for determining the total cost or this project. The existing roof is a 3 in one shingle roof system installed over corrugated asbestos transite. This project must be completed and invoiced by September 30, 2003. As part of the initial proposal, the contractor shall provide both a cost proposal and brief performance narrative for Roof Replacement, Buildings 101 and 198 at NSWC Crane, Indiana. These projects shall be performed after October 1, 2003. Total shingle replacement at Building 101 with an area of approximately 10,500 SF, and total shingle replacement at Building 198, with an area of approximately 28,000 SF. The Government will award a contract resulting from this solicitation whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate the offers: past performance, quality control system, warranty work and terms, asbestos removal plan and qualifications, seed project proposal, and other factors as may be specified in the solicitation documents. These technical factors when combined are equal in value to the price. This solicitation is available only electronically at the following website: www.esol.navfac.navy.mil The NAICS Code for this solicitation is 238160 with a small business size standard of $12.0 million. This solicitation is unrestricted. Release date is Thursday, May 29, 2003 with proposals due at 4:00 p.m. (local time) on Tuesday, July 8, 2003. A site visit/pre-proposal conference is scheduled for Tuesday, June 17, 2003 at the ROICC Conference Room, Building 2516, NSWC, Crane, Indiana. Attendance at the site visit is not mandatory but is strongly encouraged.
