Description
The following synopsis is modified to change KH-31A to KH-31: The Naval Air Systems Command (NAVAIR) plans to award a sole source Firm Fixed Price contract to R&G International for a quantity of 25 Russian manufactured KH-31 missiles with option(s) to purchase an additional 27 units. These quantities are a new requirement to continue the conversion to MA-31 Aerial Targets to represent the Supersonic Sea Skimming Anti-ship Cruise Missile threat in support of fleet training and the Test and Evaluation of ship self-defense weapon systems. Each unit must consist of a Russian manufactured KH-31 complete flight vehicle and case, solid propellant booster motor, standard documentation package, and standard parts package. The units may be delivered with or without warhead and seeker; the Navy prefers that the units be delivered without warhead and seeker. The first 25 units are to be delivered no later than 90 calendar days after confirmation of a United States End User Certificate to meet pressing user requirements. There will not be progress payments. Payment process will commence after delivery to a United States Port. The period of performance for the basic contract will be 120 days and the period of performance for any option will be an additional 90 days if exercised. The Government will not assume any liability. See numbered notes 22.
