Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Solicitation FQ5004312603 is hereby issued as a Request for Quote. This solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. This acquisition is 100% set-aside for small businesses under NAICS code 238910, which has a small business size standard of $12,000,000.00. The requirement consists of the following, (CLIN #, Quantity and Unit of Issue, Description;) SCOPE: Contractor shall provide the following services: furnish all plant, labor, supplies, parts, transportation, tools, equipment, and facilities necessary to perform excavation of 50,000 cubic yards of pit run gravel from two different locations on Eielson AFB. Excavate 25,000 cubic yards of gravel from both the flight line swamp and the power plant cooling ponds with dragline. The performance period will start on the date of award and is to be finished within 60 days. LOCATION OF WORK: Locations of work are the flight line swamp and the power plant cooling ponds. The vendor will be notified of the more precise location(s) of work as well as off limit areas prior to start of operations. REQUIREMENTS: Before starting operations for the following locations. Flight line swamp the vendor must coordinate with the Natural Resources section, as well as Eielson Airfield Management, building 1215, due to the flight line swamp being located in the airfield clear zone. Vendor shall have an operational cellular phone available during bailing operations and provide the Eielson Tower the cell phone number. Each day the vendor shall notify the Eielson Tower, building 1216, prior to beginning operation and after terminating operations. Vendor's equipment must have a boom long enough to reach out 100 feet to properly excavate this site. Equipment MUST be able to excavate gravel to a depth of 35 feet. Vendor shall terminate operations and lower the boom when requested to do so by either the Eielson Tower or Flight safety office. The vendor shall cease operations as long as deemed necessary. Vendor shall lower the boom when not conducting operations. Power plant cooling pond the vendor must coordinate with the Eielson Power Plant, building 6204. Vendor's equipment must have a boom long enough to reach out 100 feet to properly excavate this site. Equipment MUST be able to excavate gravel to a depth of 50 feet. A red light and flagging shall identify the top end of the boom. Vendor shall terminate operations and lower the boom when requested to do so by either the Eielson Power Plant or Flight safety office. The vendor shall cease operations as long as deemed necessary. Vendor shall lower the boom when not conducting operations CLEAN UP: All trash shall be removed from the site on a daily basis. Upon completion of the project, all equipment, materials, cable, and any other items associated with the project shall be removed from the project site GOVERNMENT FURNISHED MATERIALS: None Evaluation of offers will be performed on the basis of price.
