Description
This is a solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotations are being requested and a written solicitation will not be issued. reference number 060203 is a Request for Quotation. This solicitation document and incorporated provisions are those in affect through the Federal Acquisition Circular 2001-12. This procurement is 100% set-aside for small business concerns. The North American Industry Classification System Code is (561990). The small business size standard is $6 Million. The basic contract period is 16 Jun 03- 30 Sep 03 with four option years. The offeror shall provide as a response to this solicitation: 1) a resume detailing relevant training and experience; (2) a list of at least two recent references; and (3) a complete price list (Attachment 1). All responsible sources may submit a quotation, which shall be considered by the agency. Quotes may be submitted in hard copy or electronically, either through e-mail or mail. Regardless of method of delivery, it is the offeror?s responsibility to ensure receipt of the quotes by the time and date stated herein. STATEMENT OF WORK: PROTESTANT CONTEMPORARY WORSHIP SERVICE MUSIC DIRECTOR BASE CHAPEL; SUNDAY SERVICE WILL BE AT 0930 IN BLD 217 A. ENVIRONMENT 1.Charleston Air Force Base is a military community with a mixture of active duty and retired personnel and their dependents. The Charleston chapel program is a component of the Air Force Service, with the responsibility to provide Air Force members and their families the opportunity to exercise their constitutional right to freedom of religion. 2.The Charleston Chapel Section is composed of Chaplains, Chaplain Assistants, appropriated and non-appropriated fund contractors and lay volunteers. The programming developed by this staff is implemented in a pluralistic environment that is subject to the standards established by the United States Air Force. 3.The CAFB Protestant Community encompasses a major faith group of the chapel Program. The program requires a high degree of coordination and cooperation among its staff. B. CHARACTERISTICS OF THE MUSIC PROGRAM 1.This position supports the music component of the Parish Vision and Mission Statements, as identified by the Protestant Advisory Council and authorized by the Senior Protestant Chaplain. The Protestant Parish Music Program will conform to the instructions of the Air Force Chaplain Service, as determined by the Senior Protestant Chaplain. 2.The Protestant Music Program for the Protestant Parish will encompass the needs of the respective chaplain, congregation, and choirs. C. REQUIREMENTS FOR A PROTESTANT PRAISE AND WORSHIP DIRECTOR 1. QUALIFICATIONS a. Need a positive, motivated, and self-directed individual. This person must be an accomplished vocalist, sight read music, at least 6 months of leading a praise and worship service and ability to direct and lead a contemporary worship team. The mastery of contemporary praise and worship music is an absolute must. There must be an ability to work cooperatively with chapel staff, musicians, praise team members, and other faith groups for ecumenical and inter faith services. This position requires that all applicants be familiar with the Church Calendar and be able to select music appropriate to the season. Ability to communicate effectively is essential. All applicants will be required to audition for and be interviewed by the Senior Faith Group Chaplain in conjunction with the Praise and Worship Service Chaplain. b. Education/Experience: The worship director must be proficient in one instrument like keyboard, guitar, or piano. c. Character: An ability to work unsupervised in a fluid and occasionally stressed environment along side staff, parents, and children. Should possess an ability to maintain healthy functional interpersonal relationships with colleagues and constituents. Should maintain professional standards of conduct and public decorum, including (but not limited to) dress and grooming. All applicants are subject to security background investigations. 2. SKILLS a. Interpersonal Skills: Must possess the ability to constructively work with chapel and parish staff, volunteers and other musicians. b. Organizational: Must be sufficiently clear in articulating the needs and goals of the Music Program To Chapel staff, volunteers, and parishioners. This will include communication during public worship. D. TASKS TO BE PERFORMED: 1.Contractor is responsible for all coordination, organization, preparation, and leadership in reference to the Protestant Praise and Worship Service. The Music Director shall be responsible for the execution of all directing required for effective and efficient operation of that Charleston AFB Protestant Chapel program. Services and duties are to include, but are not limited to the following: a. Unlocks the chapel for rehearsals before the services and during the week, and securing the chapel afterwards. Ensure that all music stands, microphones, microphone stands, and all other musical equipment are put away for services and rehearsals. Ensures that the annex and sanctuary are left clean and orderly manner after all services and rehearsals in designated location. b. Turns on the sound system and ensures the sound system are at appropriate levels. Turns off the sound system when rehearsals or services are finished. c. Each performance, worship service, rehearsal shall constitute one unit for payment. d. Be present 30 minutes prior to starting time of weekly worship service, each rehearsal warm-up/pre-worship preparation in designated location. e. Provide the musical selection for each Sunday worship service at 0930 service: offertory, prelude ? (10 minutes before service) and postlude ? five minutes after service. f. Lead the congregation during the Praise and Worship time consisting of at least 20 minutes of praise and worship music. g. When unable to perform services, individual will provide qualified substitute, approved by Senior Protestant Chaplain. h. Contractor is responsible to meet with the Senior Protestant Chaplain periodically to discuss/review the status of the music program and exchange feedback for the contract period remaining. i. When required, provide special music for community and seasonal occasions (available 8 units) j. Contractor will be responsible for leadership in and the ongoing development of a Worship Band for the 0930 service. This will include, but is not limited to, the selection of appropriate music, sheet music, recruitment of band members and leadership in a weekly practice. k. The Worship Leader must be able to arrange schedule to allow special rehearsals and services as authorized by the Senior Protestant Chaplain or his/her designee; this contract contains 52 Sunday Worship Service units and 52 rehearsals plus 4 holy day services and 4 practices. l. Track, maintain, and submit Non-personal Services Contract Invoice to the Senior Protestant Chaplain (or his/her designee) no later than 5 working days into the month following services performed. m. Observe all safety and security requirements at the designated facility. n. Select and order music for special worship services. E. TIME AND PLACE OF PERFORMANCE(S): 1. Arrive 30 mins prior to designated performance or rehearsal. 2. Charleston AFB Chapel, BLD 217 Annex or other designated location as determined by Senior Protestant Chaplain. F. SUPPORT RESPONSIBILITIES: 1.Chapel Responsibilities: The Chapel will provide an adequate sound system, microphones, microphone stands, music stands, sheet music, computer needs, drums, and other electronic equipment as deemed necessary. 2.Contractor will provide any contractor-preferred supplies and equipment, including transportation. 3. The contractor will observe all appropriate copyright laws. The following clauses and provisions are incorporated and will remain in full force in any resultant award.
