- Description
- Television Programming Subscription Service Contract (FSC S113, SIC 4841, NAICS 513210, Size standard $12.5 million). This is an unrestricted solicitation. Description of Service--The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide cable television programming subscription services to Nellis AFB official government owned buildings and residential areas that request cable television service. The government will provide access to the existing government owned cable above and below ground on Nellis AFB and Indian Springs (ISAFAF) for the purpose of distributing the television-programming signal to the required facilities covered by this subscription contract. The contractor will furnish, at their expense, hardware or cable boxes needed to provide television programming services to official areas, lodging, and residential areas at Nellis AFB and ISAFAF. The contractor will also be required to provide cable modems for residential housing areas requesting the service. The contractor will provide all equipment, filter, cables and supplies or manpower needed to inject the government Access Channel signal. Currently, the cable television infrastructure/headend equipment and operations facility at the various locations on Nellis AFB is owned and operated by an existing commercial cable television provider. Therefore, the prospective television-programming provider must furnish at its own expense necessary infrastructure or use government furnished cable (GFC), or a combination of GFC and its own infrastructure to distribute the television-programming signal to all specified facilities. Package Tiers--The contractor shall provide a minimum of three tiers of service (1) Basic (2) Extended-Basic and (3) Premium. Government Access Channel--The contractor shall provide, at no additional cost to the government, at least one government access channel on the system for noncommercial use by the government. The system shall be designed and constructed to permit the government to originate programming for the government access channel from a single facility on the base. The contractor shall ensure that the government access channel cannot be viewed outside of the base. NOTE: Residential television programming subscription service is included in this solicitation and residential customers will order the modems on an individual basics. A best value contractor will be selected using source selection procedures outlined in FAR Part 15. Tentative date for solicitation release is 20 Jun 03. There will be a site visit on 8 Jul 03 at 0900. Please have question ready at this time. Any additional questions should be submitted immediately but not later than 10 July 03. All personnel wishing to attend the site visit will be required to submit name and social security number and the vehicle year, make, model, color, state and license plate number of the vehicle they will be traveling in 48 hours prior to the site visit. You do not have to attend the site visit to submit a proposal. The deadline for receipts of proposals is tentatively 21 Jul 03. Past Performance information required by this RFP is due 21 Jul 03. Contractors must be registered in the Centralized Contractor Registration (CCR) in order to receive a contract award from any DoD activity. Contractors may access the CCR at http://ccr.edi.disa.mil.
