Description
DESCRIPTION: A.=09VA intends to award an Architect/Engineer contract for preparation of working drawings and specifications, cost estimate, submittal review and other construction period services for Solicitation 528A7-25-03, Project 528-753 Clean and Balance HVAC System at the VA Medical Center, Syracuse, NY. This project shall require extensive investigative services, design services, construction period services and site visits. The draft scope of the project is Investigative services shall include, but not be limited to, the following: Services will be limited to the Air Handling systems listed in Attachment A. Each area includes both Air conditioning Air Handling Units and Exhaust Air Handling Units. The VA may further limit the survey and subsequent design to specified areas based on budget limitations.=20 1.=09The VA will provide as-built drawings from the 1990 project, =93Fire Safety Improvements, Patient Privacy, Support Systems and HVAC=94 in which the entire HVAC system was installed, along with drawings from several other selected projects that have modified the HVAC system since then. The A/E shall research the drawings and field verify for accuracy. Prepare scaled drawings of the existing HVAC system, including the desired flow rates for each branch of ductwork. These drawings shall be of sufficient detail to enable a contractor to prepare a cost proposal for cleaning and balancing without performing a detailed survey. 2.=09The A/E shall inspect each branch of ductwork to determine the condition and level of cleaning required of the AHU, ductwork, fans, diffusers, registers, grills, dampers and other items connected to the air handling system that affect airflow. This may include taking air flow readings of each branch to identify notable losses. Inform the VA of any components that are collapsed, disconnected, severed, or otherwise damaged or non-functional on a daily basis during the survey. The VA will then effect repairs where practical. The A/E shall provide a detailed matrix of the level of cleaning required in each ductwork branch and all remaining repairs that need to be accomplished prior to balancing.=20 3.=09The A/E shall provide the report for an area covered by a given air handler before proceeding to the next area. B.=09Design services shall include, but not be limited to, providing complete drawings, specifications, instructions and detailed cost estimates for the following: 1.=09Clean and balance selected HVAC systems throughout the facility as delineated by areas served by given air handlers. This shall include any repairs that are necessary before the system is cleaned and balanced that were not accomplished during the survey. Specify air flow parameters for each room and the protocal for measuring existing air flows, adjusting them to the specified flow rate and providing balance reports. This project does not include any adjustments or modifications to the HVAC controls. 2.=09The A/E must provide verbiage in the specifications that directs the contractor to accomplish cleaning and balancing off tour or during weekends if patient/employee safety or services are impacted negatively. This effort shall be factored into the construction cost estimates. 3.=09Cleaning and balancing procedures shall be in accordance with ASHRAE and SMACNA standards. Drawings will be CADD generated with readable AutoCad 14. Specifications shall be compiled from VA master specifications and are available on the internet at =20 http://www.va.gov/facmgt/standard/. =20 Selection of the Architect/Engineer will be based on specialized experience(see block 10 of SF254, items 043, 048, 089,and 100), capability of the firm to perform, professional qualifications of the staff to be assigned to the project(Block 4 of SF255), past performance for VA work and/or similar hospital projects, and the record of past performance in the form of a comparison between their estimates and actual project awards. The area of consideration is restricted to firms within a 50 radius of the medical center. Appropriate data for this project must be submitted on CURRENT Standard Forms 254 and 255 no later than June 30, 2003. FIVE COPIES OF EACH (along with any supplemental information) ARE REQUIRED.=20 Submission should emphasize experience on similar projects (Block 10 of the SF 254), the personnel to be assigned to this project (Block 4 of the SF 255), and specific VA experience. A/E Selection may not be made until at 4-6 weeks after receipt of applications. Submission should emphasize experience on similar projects. This is not a request for proposals.
