Description
The Department of Justice requests a proposal for the design, fabrication, delivery, and installation of two ornamental iron panels to be located above the pedestrian turnstiles at the Robert F. Kennedy Main Department of Justice Building in Washington, DC. Contractor shall provide all materials and labor for design, fabrication, delivery and installation. The design shall be in context with the design of the existing vehicle gates that exist at the 9th and 10th Street Vehicle entrances. The final design shall be approved by the Department of Justice (DOJ), Justice Management Division, Facilities and Administrative Services Staff. Final Design/shop drawings shall include a structural design for the attachment to the existing stone veneer of the building. Installation shall be performed in coordination with the DOJ Security and Emergency Personnel Staff. Panel installation shall be performed during regular business hours, unless otherwise required by the Government. Completion of this work is required by September 15, 2003. The North American Industry Classification Code for this project is 238190. The panels shall be made of high quality materials and commercially warranted durability. The contractor will be required to provide detailed shop drawings which will be reviewed and approved by the Government.. To request a bid package with photographs of the existing iron gates and detailed information about how to submit a proposal, contact Mr. Lamonte John, Contracting Officer?s Technical Representative, telephone 202- 514-0189, fax 202-307-1915. A mandatory site visit meeting for all interested contractors will be held at 950 Pennsylvania Ave., NW, Washington, DC, 20530, on June 18, 2003, at 2:00 P.M. All attendees will be required to submit to a preliminary security clearance before being allowed access to the building. Individuals planning to attend must contact Mr. John to provide name, social security number, date and place of birth information by no later than close of business on June 13, 2003. Proposals must be submitted in hard copy by fax, mail or courier to the Contracting Officer by close of business on July 3, 2003. The Government expects to make an award on or about July 18, 2003. Quotations will be evaluated on the basis of best value to the Government, with cost considered approximately equal to non-cost factors. Non-cost factors will include: Previous experience, warranties, timeliness of proposed delivery schedule and installation, and completeness of quotation. Submissions must clearly demonstrate that quotation addresses and meets all requirements described in this solicitation and that all specifications required in this statement of work are included in the quotation. Bidders are NOT to propose work beyond this scope of requirements provided by the Government. This solicitation is set aside for small businesses and will be conducted in accordance with Simplified Acquisition procedures as described by Federal Acquisition Regulation Part 13. All labor performed under this award must be paid in accordance with current Bacon-Davis Act wages. Further, all contractor personnel working on-site at DOJ facilities in the United States must meet the Department?s Residency Requirement, which states that, for three of the five years immediately prior to applying for a position, the individual must have: 1) resided in the United States, 2) worked for the United States overseas in a Federal or military capacity, or 3) be a dependent of a Federal or military employee serving overseas. A contractor employee who is not a U.S. citizen must 1) be approved with a waiver by the Department Security Officer before being authorized access to any DOJ facility, and 2) be from a country allied with the United States.
