- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. Solicitation number RFQ NCND8000-3-00002 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This procurement action is set aside for small businesses. The associated North America Industry Classification System is 541211. A firm is a small business for the purpose of this requirement if it size standard is $6 million. National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Ocean & Coastal Research Management (OCRM) requires the services of a small business contractor to provide collectability assessment and valuation schedule of the NOAA Coastal Energy Impact Program (CEIP) loan portfolio per the attached Statement of Work (SOW) which details the requirements for this action. The period of performance shall be from award to October 31, 2003. Proposals will be evaluated on the following factors which are listed in descending order of importance: (1) past performance, (2) quality of personnel, (3) technical/management approach, and (4) price). The first three criteria, although relatively equal, are listed in order of importance; price is less important. The Federal Acquisition Regulations (FAR) web site is www.arnet.gov/far/loadmainre.html. The provision at FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and there are no addenda to this provision. The provision at FAR 52.212-2 Evaluation-Commercial Items (JAN 1000) applies. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and there are no addenda to this provision.
