Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Kurt J. Lesker Co., Clairton, PA, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available, to implement the NIST Machine Shop Data Model as the interface specification document for representing and exchanging Machine Shop Data. Specific tasks include: a) developing an XML parser; b) developing an XML data generator; c) developing a windows-based data editor for implementing the model in XML format; d) defining test cases, gathering test data, and populating data editor with test data; e) performing system tests for the data editor with existing scheduling and execution systems; f) developing and contributing software engineering documentation; and g) developing the simulation models using a government approved set of manufacturing simulators. The Contractor is already a member of the Technology Insertion Development and Evaluation (TIDE) team which was created in Oct. 2000 to encourage and assist small manufacturers in the adoption of commercially available software and information technology and has used proprietary manufacturing processes to build the machine shop equipment in its own machine shop. The data model will be used to support the integration between a scheduling system, an execution system and the manufacturing simulation that satisfies the operational needs of the Contractor's equipment. A fixed price purchase order will be issued 10 days or later from the date of this posting, using Simplified Acquisition Procedures, with a one year performance period. The NAICS code for this acquisition is 541511 and the size standard is $21.0 mil. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ) and no RFQ is available. See Note 26.
