Description
The work shall consist of providing engineering services to Environmental Quality Incentive Program (EQIP) participants as required to implement the manure and waste water collection and handling components of Comprehensive Nutrient Management Plans (CNMPs). These components may include but are not limited to: clean water diversion; waste collection; solid-liquid separation; waste storage; waste treatment; and waste conveyance facilities. Services to be provided may include but are not limited to site investigation, surveying; soil sampling; hydrology, hydraulic design, structural design, soil mechanics design, preparation of construction drawings and specifications, construction site layout, construction observation and quality assurance testing. Laboratory services for soil mechanics testing and analysis are available to the EQIP participant at no charge from NRCS. Soil test reports are generally provided within 60 days of the samples being received in NRCS Soil Mechanics Center. NRCS has identified a need to provide engineering services at up to 24 AFO facilities of EQIP program participants over the duration of this project. The facility locations are distributed throughout Colorado as shown below and on the attached map: Upper South Platte River 3 Lower South Platte River 3 Republican River 6 Upper Arkansas River 0 Lower Arkansas River 2 North Platte, White & Yampa Rivers 0 Colorado River 5 Gunnison & Delores Rivers 6 San Juan River 0 Rio Grande River 0 All services shall be provided in accordance with applicable NRCS policy and criteria which can be found at the following websites: ? NRCS Waste Management Field Handbook: http://www.ftw.nrcs.usda.gov/awmfh.html The respondent must be licensed as a Registered Professional Engineer in Colorado and demonstrate the ability to become certified as a Technical Service Providers (TSP) for Animal Residuals Management within 45 days of contract award. The selection criteria are: 1) Professional Qualifications, 2) Specialized experience and technical competence, 3) Capacity to accomplish work, 4) Past Performance, 5) Location in the area and knowledge of the locality of the project. Multiple contracts may be awarded as a result of this solicitation. More than one contract may be awarded within a watershed boundary. Each contract will be an IDIQ contract in an amount from $25,000 to $99,999. When submitting a response to the notice, indicate which watershed(s) you would be interested in being considered. Projects will be ordered on an as-needed basis beginning from the date of contract award for a period not to exceed three years. Even though some watersheds have no anticipated CNMP implementation as indicated in the above quantities, future needs might result in projects located in those counties.
