Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will NOT be issued. This is a request for quotations No. 2QR4-086-03; quotation due date is JUNE 17, 2003. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation 2001-12. NAICS: 484220; Size Standard: $21.5 Million. PART I SCHEDULE, SECTION B SUPPLIES OR SERVICES AND PRICE COSTS, KEMPNER RANCH CALICHE STOCKPILE, IDAHO CITY RANGER DISTRICT, BOISE NATIONAL FOREST. This item is listed to establish competitive unit prices. See below for specifications. ITEM 1 ? THE WORK WILL SHALL CONSIST OF FURNISHING, HAULING, AND STOCKPILING 2,500 CUBIC YARDS OF CALICHE at $__________/cubic yard = Grand Total $____________. I. GENERAL SPECIFICATIONS: SCOPE OF WORK: This project will consist of furnishing, hauling, and stockpiling caliche. The caliche will be paid by the cubic yard hauled to Kempner Ranch crushing site at mile post 3 of Forest Road 384. The caliche shall be crushed to a 1? minus maximum size. Caliche is to be delivered no later than July 14, 2003. The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the Notice to Proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use within 30 calendar days. The time stated for completion shall include final cleanup of the premises. PROJECT LOCATION: From Boise, take State Highway 21 to mile post 56.9, turn right on Forest Road 384, also known as Little Owl Creek Road. Follow Road 384 for 3 miles, stockpile is on the right hand side of the road, adjacent to an existing pile of crushed aggregate. TECHNICAL REQUIREMENTS: I. GENERAL 1.1 This item shall consist of caliche furnished, hauled, and stockpiled. 1.2 Method of Measurement: Measurement shall be the number of cubic yards of caliche furnished, hauled, and stockpiled at the specified location. Weight tickets for each load delivered shall be dropped off at the Idaho City Ranger District office at the front desk. Address is 3833 Highway 21 (mile post 38.3). Office hours are from 7:30am ? 4:30pm. The unit weight in tons/cubic yard shall be clearly marked on each ticket. PART II, PRODUCTS: Caliche shall be crushed to a 1? minus maximum size. PART III EXECUTION 3.1.1 Hauling ? The caliche shall be delivered and stockpiled at the Kempner Ranch crushing site. 3.2 Stockpiling ? Material delivered to the Kempner site shall be placed by the supplier in a stockpile for later use. Base dimension of stockpile shall be as small as possible to conserve space at site. The Forest Service prior to delivery will mark actual location on the ground. INSPECTION AND ACCEPTANCE: Periodic field inspections will be made by the Contracting Officer?s Representative (COR) or the COR?s designated Inspector. Work not completed to contract standards shall be rejected and reworked without additional compensation to the Contractor. V MEASUREMENT OF PAYMENT: Payment will be Lump Sum upon completion and acceptance of work covered under this project. Invoice will be submitted to Brant Petersen (COR) at Idaho City Ranger District. Upon approval he will forward the invoice to the Contracting Officer for payment. VI. EVALUATION FACTORS FOR AWARD: PRICE AND DELIVERY DATE. VII. PERMITS AND RESPONSIBILITIES FAR 52.236-7, NOV 1991. The Contractor shall be responsible for all damages to persons or property that occur as a result of the Contractors fault or negligence. The Contractor shall also be responsible for all material delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work, which may have been accepted under the contract. The Contractor shall comply with the following FAR clauses, which are incorporated by reference, to implement provisions of law or executed orders applicable to acquisitions of commercial item: 52.212-1, Instruction to Offerors, Commercial Item (OCT 2000); 52.212-2, Evaluation-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Item (JUL 2002); 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2002); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (APR 2003): 52.216-24, Limitation of Government Liability; 52.216-25, Contract Definitization; 52.222-3, Convict Labor; 52.233-3, Protest After Award.
