Description
This synopsis is issued for Information and Planning Purposes only. The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO), Scott AFB, IL anticipates issuance of a solicitation for the telecommunications service described below. The Government is soliciting information to determine the availability of capable small business contractors that can provide the identified service. The Government requirement is for an dedicated OC48 Fiber Optic SONET Ring Metropolitan Area Network (MAN) telecommunications service. The SONET ring will initially contain three nodes: two Government buildings on Offutt AFB, Nebraska and a site in downtown Omaha, NE. The downtown site must have direct and physically diverse fiber connections to the Sprint Omaha POP, the MCI Omaha POP and provide for interconnections with circuits from user sites anywhere within LATA 644. The ring must be physically diversely routed and proof of diversity must be provided. GFE fiber will be provided on Offutt AFB to be used as that part of the ring between the two Government buildings. The Government requires real-time network management(NM)data to/from the ring add-drop multiplexers (ADMs). The real-time NM capability must include receipt of fault data, the ability to query the ADMs to obtain configuration data, and the ability for the Government to command circuit loop-back actions, send test signals, and receive test results. The Government also requires a report on security measures used in all operating support systems (OSSs) and organizations that are used to control and manage the ring. The requirement contain provisions for additional sites and rings or upgrades to higher speed ring(s). The service delivery date is 120 calendar days after contract award. The contract type will be an Indefinite Delivery/Indefinite Quantity awarded under the authority of FAR Part 12, entitled Acquisition of Commercial Items. The period of performance will be five years. The government is considering issuing the RFP as a small business set-aside. Request interested small businesses capable of performing this service provide the following information electronically via email: name and address of company, point of contact, telephone number, fax number, email address, cage code, Dunns number, business size status, i.e., small business, woman owned etc. In addition to the preceding information, provide a capabilities document which demonstrates the ability to provide the services described above. Include technical expertise, experience, and any relevant past performance information. All responses regarding this requirement shall be submitted via email to Stephen Sprenger, Contracting Officer, at Sprenges@scott.disa.mil. Responses should be received at DITCO no later than 4:00 p.m. local time at Scott AFB on 06 June 2003. North American Industry Classification System (NAICS) Code: 517110 will be used for determining size status. NOTE: All information received will be kept in the strictest confidence and only used internally by the contracting officer. It will not be released or shared with any other government agency or any government contractors. Information will be used to assist in planning and development of acquisition strategy by DISA and DITCO-Scott for eventual procurement of these services. The Government does not intend to pay for any information provided in response to this notice.
