Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. The solicitation number is USSS030032. This solicitation is issued as a request for quotation. The solicitation document and the incorporated provisions are those in effect through Federal Acquisition Circular 01-14. The NAICS code is 336321 and the small business standard is 500 employees. The United States Secret Service has a requirement for Light Emitting Diode Visor Lights. This is a firm fixed price requirement for four hundred (400) each Light Emitting Diode Visor Lights. Each visor light should have at least two high intensity Light Emitting Diode Lensed Arrays. The arrays should be covered with a hard, gin-clear or water-clear, polycarbonate lens. Each array should have not less than 40 Light Emitting Diodes. Each array should consist of diodes that emit two colors. When viewed from the front, the right array should contain diodes that emit red light. This right array should also contain diodes that emit white light. These diodes that emit white light should be arranged vertically in rows at the LED array?s outer edges. When viewed from the front, the left array should contain diodes that emit blue light. This left array should also contain diodes that emit white light. These diodes that emit white light should be arranged vertically in rows at the LED array?s outer edges. These arrays should be housed in a tough, exterior plastic that is not larger than three and one half (3.5) inches tall by twelve and one half (12.5) inches wide by two and one half (2.5) inches deep. Each Light Emitting Diode Visor Light should not exceed one (1) pound. Each Light Emitting Diode Visor Light shall have mounting straps for firm visor attachment. Each unit shall have a rubber-covered push-on/push-off switch. Each unit shall include a cable that is not less than 10 feet long for use with a cigarette lighter or accessory outlet. FOB destination. The first one hundred (100) items shall be delivered to Communications center (IRM), Wireless Communications Branch, 245 Murray Drive SW, Washington, DC 20223 no later than June 16, 2003. The remaining three hundred (300) shall be delivered no later than July 3, 2003. Delivery and acceptance will be at: Communications center (IRM), Wireless Communications Branch, 245 Murray Drive SW, Washington, DC 20223. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2 applies. Specific Evaluation Criteria to be included in paragraph (a) of 52.212-2 should read, ?(1) Technical capability of the item offered to meet the Government requirement and (2) price. Technical capability is approximately equal to cost or price.? Offerors are advised that they should submit with their offers completed copies of the documents required at 52.212-3, Offeror Representations and Certifications?Commercial Items. The clause at 52.212-4 , Contract Terms and Conditions?Commercial items, applies to this acquisition. The clause at 52.212-5 applies to this acquisition.
