Description
Small business policy makers are continually proposing programs to assist small firms to export to foreign markets, citing the statistics showing few small firms selling to world market. The success of export promotion programs have always been evaluated in the context of ?so few small firms? exporting despite the great efforts of promotion. Most small firms do not export because the costs of developing export markets far exceed the additional profits derived from export promotion. The cost of developing foreign markets has always been much higher, in terms of monetary costs, as it takes patience to turn a profit and to maintain these markets. This is further hampered by the higher costs of selling to foreign customers?higher costs of contract dispute litigation, currency value fluctuations, as well payment settlements, etc. A better understanding of these costs of exporting would certainly assist policy making in developing programs to assist small firms in entering or not entering foreign markets. The researcher will investigate the costs involved for small firms to expand into foreign markets. For instance, there are costs involved in learning about the new market(s) for a firm?s products including knowing more about the foreign customers, the competition, and the costs of developing sales leads and negotiating sales. In addition, the cost involved in fulfilling the sales contracts as well all other direct and indirect costs. A careful review of literature is mandatory. Market and non-market factors contributing to the high costs of exporting by small firms should be identified and the potential for reducing these costs investigated. NOTE: The Solicitation document will be posted 5/28/03 on FEDBIZOPS. No other documents will be issued. Provide four (4) copies of your price and technical data. The latter is to be packaged separately. THIS IS A 100% SMALL BUSINESS SET A-SIDE.
