Description
NASA/LaRC has a requirement for 1 MicroS3 skin friction probe and 1 MicroV velocity probe (10mm in diameter). These probes are required to make measurements in support of the Turbulent Drag Reduction windtunnel effort. NASA/LaRC intends to purchase the items from Viosense Corporation, Pasadena, CA. Viosense Corporation, is the only known source capable of meeting this requirement. The miniature probes offered by Viosense Corp are capable of making measurements in water and air. The MicroS3 will provide a method of obtaining a local value of skin friction that will not require putting a probe in the flow. The MicroV probe will provide a near wall velocity measurement that is necessary for active flow control of a turbulent boundary layer. A probeless measurement is required. Possible modification to the probes may be required. Authority for sole source procurements: FAR 6.302-1 The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 4, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
