Description
NA These services are being procured under FAR Part 12, Acquisitions of Commercial Items.GENERAL CONTRACT INFORMATION: The U.S. Army Corps of Engineers is proposing to procure Data Validation, Chemical Quality Assurance Reports (CQAR), and/or Data Management services. Data validation will include assessment of the whole raw data package from the laboratory and preparation of the Data Review and Validation Report. The validation must be conducted according to the Louisville Chemistry Guideline-Version 5 (LCG-5 ), June 2002 or the latest version. The degree of data assessment will depend on the project specifics; however, it will consist mainly on a review of 100% of the data, and 10% definitive data validation. The validation will be conducted on the Primary An alytical data, and if a CQAR is also part of an order, will be conducted concurrently with CQAR preparations. Data Validation will include review of all compounds manually integrated, and that includes the non-definitive data validation. Data Validation will also include plotting of control charts for project specific surrogates, sample project matrix spike/matrix duplicate (MS/MSD) recoveries, a new and control limits will be generated. It will also include plotting of the MRL standard recoveries on cont rol charts. The CQAR details the result of evaluation and assessment of data collected from sites at various locations. Contractor must coordinate all necessary review of associated laboratory and analysis documentation to determine and provide a legally d efensible assessment of data quality from a subset of raw data. Data set is normally comprised of 10% of total samples collected in an area of concern, and lab data and reports associated with Quality Assurance and Quality Control samples for the selected samples. Data Management will be comprised of, but not necessarily limited to: technical assistance and/or technical instructions, ability to manipulate or add on to existing software such as ADR/EDMS for site-specific risk assessment, provide technical a ssistance in setting up libraries in ADR/EDMS for risk screening and set up or modify programs in order to process analytical data for use in determining remediation levels quantitatively. This request for quotes (RFQ) is primarily for military projects bu t could include civil works projects within the Great Lakes & Ohio River Division??????s mission boundaries. The Government intends to make two (2) Indefinite Delivery/Indefinite Quantity (IDIQ) awards from this RFQ. THIS PROCUREMENT ACTION HAS NO BUSINESS SIZE RESTRICTIONS. NAICS 541690 ($5mil). The period of performance for each contract will be for a maximum of one (1) year from date of award, with an option to extend four (4) additional option year periods. The contract value will be $200,000 for each p eriod, with an overall Contract Value of $1,000,000.00. Projects will be awarded by individual task orders not to exceed $150,000 with a minimum of $1,000. The Government intends to exercise their right to exercise an unused contract option before the exp iration of the base contract period (or preceding option period), if the contract amount for the base period (or the preceding option period) has been exhausted or nearly exhausted. The government intends to award this REQUEST FOR QUOTES based on BEST VAL UE to the Government. Factors to be considered are Technical Ability, Past Performance, Regulatory compliance, Quality Control, Data Management Capabilities and Price. This RFQ has an approximate issued date of 12 June 2003 and an approximate due date of 10 July 2003, @ 4:30 p.m. Local Times.
