Description
This is a Sources Sought for the Airborne Broadcast Intelligence (ABI) Program and Combat Track II. This synopsis is not to be construed as a commitment by the government to issue a request for proposal or award a contract as a result of this request. This synopsis is for planning purposes only and does not constitute an IFB or an RFP, nor does its issuance restrict the Government as to the ultimate acquisition approach. The Government does not intend to award a contract solely on the basis of this notice, or to pay for the information solicited. Foreign participation is not authorized. The Intelligence, Surveillance, and Reconnaissance Integration Systems Program Office, is seeking information on qualified hardware sources for the ABI Program. The ABI system is a stand-alone, strap-on capability that provides timely intelligence to support combat forces mission execution. The ABI commercial hardware suite consists of the following items: 1 radio, 1 Data Transfer Box (DTB), 2 Laptops, 1 GPS antenna, and 1 UHF SATCOM antenna. Cables and Shipping containers complete the ABI configuration. The Government will provide ABI software along with software documentation. ABI Hardware System Key Features: (1) Physical Specifications: Size: The radio is air transport rack (ATR) mountable in a maximum 3/4 ATR tall, long chassis (ref: ARINC Spec 404A). (2) The laptop displays are sized up to 15.4-inch diagonal measurement. (3) Weight: Total hardware weight is 150 pounds or less excluding cables and shipping/storage containers. (4) Environmental: The equipment should comply with commercial ruggedized standards. The ABI operates in military transport/aircraft environment and a ground environment. The UHF SATCOM antenna and the shipping containers are only used in the ground environment. (5) Power: ABI is auto ranging with 110-240 VAC, 47-400 Hz power. (6) UPS: The radio has a battery backup capability of thirty (30) minutes to preserve the crytologic keys. (7) Signal Interfaces: The ABI system receives processes and decrypts the Tactical Information Broadcast Service (TIBS), Tactical Receive Applications Data Dissemination System (TDDS), Tactical Data Information Exchange System version B (TADIXS-B), Ultra-High Frequency (UHF) Tactical Data Link version A (TADIL-A), Secondary Imagery Dissemination System (SIDS) via wideband UHF (25kHz) using KG-84 decryption, and C-coded Global Positioning System (GPS) broadcasts. The ABI simultaneously receives and decrypts TIBS, TDDS, TADIL-A, and one TADIXS-B broadcast. (8) User Interfaces: Personnel who are utilizing chemical/inclement weather gear will operate the laptop. The laptop display needs to be Night vision Goggle (NVG) operation friendly. (9) Software Interface: The laptop uses the Windows 2000 operating system to execute the ABI software. (10) Hard Drive: Minimum of 30 GB. (11) Media Devices: DVD/CD-ROM, and a 3.5-inch floppy media. It is not required to have the both the ROM and floppy drives installed at the same time. (12) Security: The ABI processes Government SECRET data. The equipment protects sensitive, classified information. The system is certifiable as unclassified when the laptops are removed. (13) Cryptologic Function: All Cryptologic functions are contained within the ABI unit and the contractor shall have a NSA endorsed product for cryptologic devices. The Government will provide the Hayfield multi-chip module with the KGR-96 and KG-40A algorithms for embedment into the radio. (14) Cryptologic Function: All cryptologic functions are contained within the ABI unit and the contractor shall have a NSA endorsed product for cryptologic devices. The Combat Track II (CTII) provides enroute tracking of aircraft with encrypted, burst, near real time user friendly systems. CTII uses worldwide capable, military controlled relay satellites to broadcast encrypted GPS positions, two-way message text, load plan, cargo information and small imagery files. CTII is an enhanced Time Division Multiple Access (TDMA) system that can serve hundreds of users per dedicated narrow band or shared wide band channel per continent. The Government requests that interested offerors submit their responses, not to exceed more than ten (10) one-sided pages, with respect to the key features discussed above to ESC/SRK, 29 Randolph Rd, Bldg 1102C, Hanscom AFB, MA 01731-1634, ATTN: Ms. Patricia Jarvis not later than 9 May 03. Any proprietary information should be marked as such. The ability to manage classified programs and experience with the intelligence broadcasts and integration of COTS and GOTS hardware are preferable but it is the Government's intention not to exclude any Offerors. Offerors should identify any COTS equipment that will satisfy the requirements along with any existing contract(s) that may be applicable. Offerors should also provide existing product literature identifying their proposed hardware choices. This will not count against the ten (10) one-sided page count.
