Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Ocean Exploration intends to negotiate with the University Of Hawaii on a non-competitive basis to provide a research vessel to explore areas of the Pacific Ocean, including the Northwest Hawaiian Island. The research vessel must be greater than 200 feet between perpendiculars to accommodate up to 30 people including crew. Objectives include the identification of key sites of scientific, historical, and cultural importance; mapping the physical, geological, biological, chemical, and archaeological aspects of the oceans; exploring ocean dynamics and interactions; developing new sensors and systems for ocean exploration; and reaching out in new ways to stakeholders to improve the knowledge of ocean science and ocean related issues to learners of all ages. SPECIFIC SUPPORT REQUIREMENTS -- (1) Experienced and fully licensed personnel, who have demonstrated expertise, in surface oceanographic procedures and submersible launch and recovery. (2) Vessel shall be able to support applications such as submersible/Remote Operated Vehicle (ROV) operations; large towed systems; deployment and retrieval of moored devices; surface oceanographic applications, and diving. There shall be vessel, submersibles, and ROV for approximately 60 days each year in the Pacific Ocean/Northwest Hawaiian Islands. Vessel shall be available for public tours during port call visits. (3) Provide two manned submersibles each classed and certified to an operating depth of at least 6,000 feet by the American Bureau of Shipping. (4) Each submersible shall be capable of carrying at least two observers in addition to operator(s), and shall include external video and still cameras, two hydraulic manipulator arms, a CTD profiler, and color sonar. The ship shall also be equipped with a remotely operated vehicle for underwater operations. The vessel shall be able to support manned submersible operations, including the occasional deployment of two manned submersibles simultaneously. Some projects will require two manned submersibles, each classed and certified to an operating depth of 6,000 feet by ABS, or comparable submersible insuring institution. Proposal responses shall describe ship, submersible, and ROV specifications, licenses/capabilities and qualifications of key personnel. A demonstrated technical ability to complete the mission, past performance and price are considered equally important for determining contract award. Price quotes shall be on a cost per-day basis to rent (1) the research vessel with two submersibles and a ROV, and (2) cost per single submersible dive, (3) a simultaneous two submersible dive, and (4) an ROV dive items 2, 3, and 4 are in addition to daily ship and asset rental costs. This contract shall not exceed $1.2 million over a five (5) year period. The following provisions and clauses are applicable and are hereby incorporated into the solicitation by reference and will be provided by the Contracting Officer in full text upon request. (42.13--Stop Work Orders and Government Delay of Work; 52.249-2--Termination for Convenience of the Government (Fixed-Price); 49.402-4-Termination for Default; 52.241-10-Termination Liability; and 52.217-8-Option to Extend Services. All responsible sources shall respond by submitting a written narrative statement of capability. Potential Offeror must provide at least three (3) technical references regarding its experience with providing this service. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement.
