- Description
- The following Indefinite Delivery Type Contract (IDTC) is anticipated; Jacket, Flyer's 36/P (Summer), DESERT TAN SHADE 1635, and Jacket Flyer's 45/P (Winter), DESERT TAN SHADE 1635. Both jackets will have a minimum quantity of 10,400 ea and a maximum quantity of 30,000 ea. Two one-year term options will be included for both jackets with a minimum of 8,000 ea, and a maximum of 30,000 ea. This procurement will be issued as Unrestricted. Jackets will be procured FOB destination to SNT (New Cumberland, PA) and AQ5 (Tracy, CA). Applicable specification for the Jacket, 36/P (Summer) is MIL-J-83382 dated 30 Oct 1981, amended 1 Nov 1985 with pattern dated 22 April 1992, and for the Jacket, 45/P (Winter) is MIL-J-83388 dated 18 June 1992 with pattern dated 16 July 1992. Copies of the specs can be found at http://assist.daps.dla.mil. The PGC codes are 02753- Jacket 36/P, and 02754- Jacket 45/P. NSN for the Jacket 36/P: 8415-01-491-6184(s). NSN for the Jacket 45/P: 8415-01-491-6122(s). Production lead-time is 180 days after date of award with 12 deliveries. Best Value/Source Selection procedures will be utilized. Offerors are to submit their technical proposals with documentation for the following technical factors: Product Demonstration Models (PDM), Past Performance, Industrial Mobilization/Surge Capacity, Socioeconomic Considerations, DLA Mentoring Business Agreements, and Javits-Wagner-O'Day Act. The solicitation will be issued on or before June 27, 2003 (estimate). Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.dla.mil AFTER June 27, 2003 (Estimated). Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment" impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
