- Description
- NASA/JSC has a requirement for products associated with the project entitled Video-enhanced NASA Emergency Medical Procedure Checklist. The specific required products are: One mockup of a video-assisted procedure module for airway management; One video recording of an example of a care provider using the procedure module; One report of a subject-matter expert human factors analysis of the strengths and weaknesses of the mockup of the procedure module implementation. NASA intends to purchase the items from the University of Maryland School of Medicine. The University of Maryland School of Medicine has the unique facility and expertise for conducting and evaluating human factors analysis of NASA medical procedures. The University of Maryland School of Medicine also has the capability to record activities in a patient simulator and to record medical personnel performing actual medical procedures. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 5, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
