- The Department of the Navy, Fleet and Industrial Supply Center-Jacksonville, FL (FISC JAX), intends to solicit proposals for services in support of the Administrative and Security Support Services functions at the Naval Weapons Station Charleston, Goose Creek, SC. Previous solicitation number was N68836-02-R-0019. The services, which are currently provided by Government personnel, were announced for Commercial Activity Cost Comparison Study in accordance with the OMB Circular A-76. In accordance with the OMB Circular A-76, the offer determined to represent the best value to the Government will be compared to the Governments proposal to perform the above services. Commercial proposals will not result in a contract if the Government performance is determined to be more advantageous. The purpose of the study is to determine the most efficient and cost effective method of providing various services for the Naval Weapons Station Charleston, Goose Creek, SC. This acquisition will be conducted under the North American Industry Classification System (NAICS) Code 561110, with a small business size standard of $6 million. A Firm Fixed Price Contract is contemplated. Formal source selection procedures will be utilized If contracted, the contractor?s performance will include a 60-day transition period with one-year base period, and four (4) one-year option periods. If the government performance is determined to be most advantageous, the solicitation will be cancelled. The solicitation resulting from this announcement will be available on or about 20 May 2003 to interested parties at: http:// www.fedbizopps.gov or http: www.eps.gov. A draft copy of the Performance Work Statement (PWS) can be downloaded from the Federal Business Opportunity website at: www.fedbizopps.gov. Potential offerors that download the solicitation from the website must monitor the website for potential changes/amendments to the solicitation. Other potential offerors may submit written request for the solicitation via e-mail. Request must cite the solicitation number and provide the requestor?s name, address, phone number, fax number and e-mail address. Only electronic copies of the solicitation and amendments will be provide to these contractors via e-mail. Contractor must also be registered in the Central Contractor Registration (CCR) database in order to be eligible to receive a contract. The CCR website is: http://www.ccr2000.com.
