Description
The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia plans to solicit on a full and open competition basis, Finance/Accounting Services to be performed on-site at Dahlgren, VA. This requirement is offered pursuant to OMB A-76 procedures. A Cost Comparison will be conducted between the Government's offer and the Contractor's proposal selected as the Best Value offer. If as a result of the Cost Comparison Government performance is determined to be more advantageous, the solicitation will be cancelled and no contract will be awarded. Government personnel adversely affected by conversion of these services to contract have Right of First Refusal for jobs for which they are qualified. Any resultant contract will incorporate a Wage Determination and will be subject to the provisions of the Service Contract Act of 1965. The Finance/Accounting Services function i ncludes those accounting processes that record, classify, accumulate, analyze, summarize, and report information on the financial condition and operating position of the Dahlgren Laboratory. Accounting is comprised of the functional operations involved in authorizing, recording, classifying, analyzing, and reporting financial information related to financing sources, gains, expenses, losses, transfers, assets, liabilities, equity, and internal controls. It encompasses the procedures and processes from the point a transaction is authorized through processing the data, payment and issuance of financial and management information statements and reports. Also included are payroll operations (e.g. those transactions associated with payments to DoD personnel, including active duty military members, reservists and National Guard members, civilian personnel, retired military and ann uitants). It also includes "out-of-service debt" actions to recover outstanding debt from individuals and contractors. This also includes commercial payment operations (e.g. transactions associated with invoice payments to contractors, vendors, and transportation providers). Transportation payments include payment of government bills of lading (GBLs), meal tickets, government transportation requests (GTRs), and travel voucher payments to individuals. These operations are performed 5 days a week (Monday thru Friday), 8 hours a day (Core Business hours are 0900 to 1500 with normal working hours between 0600 and 1800). System User Assistance is required 24 hours a day, 7 days a week. On-Site Financial Services are required until 2400 on September 30 of each year. All performance will take place in the Government facility and will utilize Government furnished equipment, syst ems, and software. A 5-year contract is planned consisting of a 1-year base period and 4 annual option periods. A firm fixed price contract is anticipated. Individuals performing on this contract will be required to be U.S. citizens. The source selection factors to be considered in this evaluation are: Technical Understanding and Approach; Program Management Plan; Past Performance; and Price. In accordance with FAR 5.102(a)(7), availability of this requirement will be limited to the electronic medium. No hard copies will be provided of these documents. The NAICS Code for these services is 541219. It is anticipated that the solicitation (N00178-03-R-2023) will be available 02 June 2003 and will close approximately 45 days thereafter. Vendors should regularly access the NSWCDD Web Site to ensure that they have downloaded any and all amendments. Firms must be registered in the Central Contractor Registry (CCR). Neither a pre-proposal conference nor a site-visit is planned due to the detailed nature of the PWS which has been available on the NSWC web site since 19 March 2003. This is the required solicitation notice advertisement prior to the release of the solicitation.
