Description
IT IS A MANDATORY REQUIREMENT THAT THE CONTRACTOR BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION PRIOR TO AWARD OF THE CONTRACT. The intention of this solicitation is to obtain maintenance and repair services for all fire protection systems located at the Coastal Systems Station, Panama City, FL, consisting of maintenance, repair, and alteration services for fire protection systems; including but not limited to fire detection and alarm systems, carbon dioxide systems, wet and dry chemical extinguishing systems, deluge systems, automatic sprinkler systems, standpipe systems, and fire pumps. THIS SOLICITATION IS UNRESTRICTED WITH A 10% PRICE EVALUATION PREFERENCE FOR HUB-ZONE SMALL BUSINESS CONCERNS. The small business size standard classification is NAICS 561621 ($10.5M). The resultant contract will be a combination firm fixed price and indefinite quantity service type contract. The contract award will be for a period of twelve months with four additional option periods not to exceed a total of 60 months. This is a source selection procurement requiring both price and technical proposals. Contract award will be based on the Most Advantageous (Best Value) to the Government, price and other factors considered. Technical evaluation factors include (1) relevant project experience, (2) resources, and (3) methods and procedures. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any and all proposers; to award the contract to other than the proposer submitting the lowest price; and to award a contract to the proposer submitting the proposal determined to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT MAY AWARD WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. THEREFORE, PROPOSALS SHOULD BE SUBMITTED INTITIALLY ON THE MOST FAVORABLE TERMS FROM A PRICE AND TECHNICAL STANDPOINT WHICH THE PROPOSER CAN SUBMIT TO THE GOVERNMENT. PROPOSERS SHOULD NOT ASSUME THAT THEY WILL BE CONTACTED OR AFFORDED AN OPPORTUNITY TO QUALIFY, DISCUSS, OR REVISE THE PROPOSAL. A ONE-TIME ORGANIZED SITE VISIT IS SCHEDULED FOR JUNE 5, 2003, AT 9:00 AM WITH PRIOR REGISTERATION REQUIRED.
