Description
The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209), has a sole source requirement for the production and repair of Smiths Industries Information Management Systems (SI) production installation Crash Survivable Flight Information Recorder (CSFIR), for use in the F/A18C/D AN/ASH-39(V)2 system. This recorder shall be the Voice and Data Recorder (VADR), Smiths Aerospace Industries (SI) Part Number 173877-01-01, with applicable software. The FIR shall include a Sonar Beacon Bracket to accept the NSN 5845-01-433-3387 sonar beacon. The FIR shall be capable of having its operating software uploaded, and data downloaded using the Navy?s existing Memory Loader Verifier Set (MLVS) AN/USQ-131 ground support equipment software at no additional cost to the Navy. Estimated quantities for this item is 23 units with a delivery schedule of twelve months after placement of order. Delivery shall be made to various locations throughout the continental United States. In accordance with the Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. SI is the sole designer, developer and currently the only qualified manufacturer of the AN/ASH-39(V) flight information recorders and no other supplies or services will satisfy agency requirements. Furthermore, SI is the only source that has the knowledge, experience, and technical data required to provide the repair and technical services. Therefore, this acquisition shall be negotiated on a sole source basis with Smiths Industries (SI), Information Management Systems, 3250 Patterson Avenue, S.E, Grand Rapids, MI 49612-1991. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which shall be considered by the Naval Air Systems Command by or before 15 June 03 .
