THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. THIS PROJECT IS A REQUEST FOR PROPOSAL (RFP) PERFORMANCE PRICE TRADE OFF (PPTO) SOLICITATION. Contracting Officer for this project is Mr. Gene Curtis. In general, the work will consist of the following: Design and Construct physical security barriers around the 43,000-acre installation cantonment area. Project includes approximately: 29,417 l.f. perimeter road, 76,194 l.f. security fe nce, 42 security fence gates, 10,988 l.f. security cable barrier, 72 acres clearing/grubbing and grading, 800 l.f. HDPE storm drain culverts, 72 acres seeding, 72 acres surface erosion control, and 122,568 l.f. painted forestry buffer line. Estimated cost of the project is between $5,000,000 and $10,000,000. The North American Industry Classification System (NAICS) code for this project is 238990. Bid documents are available on or about 12 June 2003. A pre-proposal conference will be conducted at the: Fort Rucker Resident Office DATE: 19 June 2003 TIME: 10:00 AM All interested proposers are urged to attend. During this conference, the requirements set forth in the solicitation will be reviewed and discussed, with part of the conference to include a question and answer period. Tour of the site will follow the co nference. The duration of the conference and tour will be approximately one (1) day. b. It is requested that a representative of each offeror attend the pre-proposal conference. Number of attendees is limited to four (4) from each firm. Names of individuals from each company who will attend the conference should reach the following addr essee no later than five (5) working days prior to the conference. Contractors must provide a list with the names of the persons to be a ttending the site visit on Company Letterhead and FAX it to Mr. Steve Mlecik . Contractors will be required to register with Mr. Steve Mlecik for installation access and will be required to provide a valid drivers license, proof of vehicle insurance, and current vehicle registration to gain access to the installation. Offerors should visit the site and take such other steps as may be reasonable necessary to ascertain the nature and location of the work, and the general and local conditions which can affect the work or the cost thereof. Failure to do so shall not reliev e offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government shall assume no responsibility for any understanding or representations concerning conditions made by any of its officers or a gents prior to the execution of the contract, unless included in the Request For Proposals, the specifications, or related documents. In this regard, Offerors should note Contract Clause FAR 52.236-3 Site Investigation and Conditions Affecting the Work.
