- NA The modification (dated 11 April 2003) to the Fed Biz announcement dated 14 March 2003 covered release of draft RFPs DASW01-03-R-0033 (Transition Services), DASW01-03-R-0034 (Studies and Analysis), DASW01-03-R-0035 (Recruitment and Retention), and DASW01-03-R-0036 (Administrative Support). The dates for release of the drafts was delayed but the first of four drafts is now ready for review on the DCC-W home page at the following address: http://dccw.hqda.pentagon.mil/services/RFP1.as p. This is one of four (4) planned draft RFPs for provision of Human Resource Services for the United States Army. All four (4) are expected to be released within a two (2) week period from release of the first draft. The first draft which is now available is DASW01-03-R-0033 for Transition Services. Drafts to be released in the next two week period are DASW01-03-R-0034 (Studies and Analysis), DASW01-03-R-0035 (Recruitment and Retention) and DASW01-03-R-0036 (Administrative Support). The goal of issuing drafts is to allow exchanges of information designed to resolve concerns regarding the acquisition strategy, including proposed contract type, terms and conditions, the feasibility of the requirement, including performance requirements, statements of work, the suitability of the proposal instructions and evaluation criteria, including the approach for assessing past performance information, the availability of reference documents and any other industry concerns or questions. Within two (2) weeks after the final draft is released, comments from industry on anticipated problem areas are requested. Comments are required in writing via email. One-on-one meetings will be scheduled with contractors who wish to provide their commen ts orally, but comments must later be provided in writing. These meetings must be requested within the two (2) week period referenced in this paragraph, and must be in writing via e-mail to the technical point of contact, Susan Harvey. The address is Sus an.Harvey@hqda.army.mil. Meeting times will be limited and will be conducted as allowed by FAR 15.201 entitled, Exchanges With Industry Before Receipt of Proposals. Industry comments will not be revealed to anyone other than those in the government who have a need to know and wil l be used as a basis for developing the final version of the RFPs. After release of the final RFPs there will be a pre-proposal conference at which the government will provide extensive information on the requirements and at that time the government will allow additional comments and questions.
