Description
Subject acquisition is for Multi-Discipline, indefinite delivery, indefinite quantity (IDIQ) contract for Architect Engineer services at the New Mexico VA Health Care System, (NMVAHCS), Albuquerque, NM. The A/E firm will be required to furnish and perform site investigation, engineering and design services and preparation of plans, specifications and cost estimates for projects involving, but not limited to the following disciplines; Architecture, Mechanical, Structural, Electrical and Safety Engineering and Industrial Hygiene services. Disciplines and capabilities must be represented within the same firm or with consultants that regularly work with the primary firm. Duration of the contract will be for a Base Year of the initial contract award, plus four (4) option years. Total amount that may be paid under this contract will not exceed a maximum value of $400,000.00. Individual task orders will be issued under this contract for specific projects; the minimum quantity is $25,000.00 over the life of the contract. Work to be performed will be provided upon issuance of a task order. The selected firm must have the capability of providing final drawings formatted in AutoCad release 2000 or later useable format and narratives compatible with MS word format, shall also be able to obtain a software package to convert drawing files formatted for electronic posting over the internet. Each converted drawing file shall be provided on CD-Rom. Following an initial evaluation of the qualifications and performance data submitted. Three firms considered to be the most highly qualified to provide the type of service required, maybe chosen for negotiations. Selection will be based on the following criteria listed in order of importance: (1) Specialized experience in the type of work required; (2) Professional qualifications of staff to be assigned to this project (3) Professional capacity of the firm to perform the contemplated work within the required time limits; (4) Past Performance with respect to construction cost control, quality of work and compliance with performance schedules; (5) Location of the firm in the general geographic area of the project and knowledge of the locality of the project. Firms, which meet the requirements described in the announcement, are invited to submit data on one (1) copy of SF 254 and one (1) copy of SF 255 inclusive of the prime firm and all consultants to Kathryn Ogilvie (90C), New Mexico VA Health Care System, 1501 San Pedro Dr. SE, Albuquerque, NM 87108 by close of business June 23, 2003. FAXED copies are not acceptable. The NAICS code for this is 541310 and the Small Business classification is $4,000,000.00. THIS IS A SMALL BUSINESS SET ASIDE. Only data furnished by the responding firm on the SF 254 and SF 255 will be considered in the selection process. Personnel qualifications of all key subcontractors are to be included in block 7 of the SF 255. Responding firms are requested to clearly identify tasks to be performed in-house and tasks to be subcontracted. In addition, firms shall identify the office locations, which the in-house and subcontracted tasks will be performed. The SF 255 should specifically address the requirement of this announcement. Responding firms are requested to summarize their Quality Management Plan and identify all relevant computer capabilities in block 10 of the SF 255. Firms responding as joint venture must state the intent in block 5 of the SF 255. Firms shall include only 10 projects total in block 8 of the SF 255. Firms shall limit block 10 of the SF 255 to no more than 10 pages. No other general notifications will be made and no further actions will be required from firms under consideration. This is NOT a Request for Proposal, solicitation packages are not available, solicitation number to refer to will be RFP 501-49-03.
