Description
This is a Combined Synopsis/Solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested from interest parties for the procurement of the following equipment: 1 each - High Resolution Video Spectral Comparator System, System to provide 1360 x 1024 picture elements to enable up to 35 images to be opened on a single screen. This provides a convenient method of comparing large numbers of documents at one time. The end user has provided the following features as best suited for their needs; however, similar capabilities in this forensic field will be considered: 1. X10 Zoom Lens providing x2 to x20 on 21" display (PAL 50 Hz) or better with Auxiliary Lens providing an automatic conversion to x7 to x70. 2. Digital Zoom to provide x14 to x140 magnification at a resolution of 680x512 pixels. 3. System to have the following light sources: a. Incident Visible/IR lamps for reflected light examination. b. Transmitted visible/IR lamps for transmitted light examination. c. Filtered high intensity halogen lamp providing multi waveband output for IR luminescense. d. Incident long and short wave UV for examining visable flourescent features. e. Transmitted long wave UV for examining security features. f. Coaxial lighting for examining retro-reflective security features. g. Oblique visible/IR lighting for examining indentations and embossing. 4. System to allow for image comp-arisons and transformations by: a. Side by side comparison of live and stored images on a vertical or horizontal split. b. Superimposition of live and stored images with adjustable mix of 0% to 100%. c. Variable speed image strobe between live and stored images. d. Image subtraction between live and stored images with adjustable mix of 0% to 100%. e. Left to right horizontal mirror reversal. f. Top to Bottom vertical mirror reversal. g. Grey level positive to negative reversal. 5. The system to allow for automatic filter selection, which ensures compatible combinations of excited and imaging filters automatically. 6. Image integration from 1/8th to 20 seconds to ensuring capture of weak florescence images and on screen digital controls. 7. Integral microspectrometer to provide absorption, reflectance, transmittance and florescence spectra from 400 to 1000nm (nanometers). 8. Color coordinate measurement measures and compares color and chromaticity diagrams. 9. General: System is used in forensic laboratories and is used to examination banknotes, passports, visas and various other aspects of genuine/altered/counterfeit documents. System allows for the comparison of paper, differences in inks and printing defects. Images can be stored and printed out for record purposes or use in a court of law. System to be complete with all optical and computer hardware and system software to accomplish the above requirements. 10. Additionally, this System is to be quoted FOB Moldova and with installation and operator training in Chisinau, Moldova. 11. Power Requirements: 220 VAC 50 Hz. 12. Foster and Freeman Ltd. Model VSC-2000HR with Shortwave UV Module or equal. The following Provisions and Clauses are incorporated into this RFQ by reference and are in effect through Federal Acquisition Circular 97-27. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors ? Commercial Items, FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items, FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items; FAR 52.246-15, (APR 1984), Certificate of Conformance. No additional FAR clauses apply. The contractor will be required to ship directly to the end user in a protective container to the American Embassy via Air freight in Chisinau, Moldova. Packaging, packing, and preservation shall be in accordance with best commercial practices to enable shipment from CONUS to final destination without repacking or incurring damage during shipment and handling.
