Description
The Space and Naval Warfare Systems Command (SPAWAR), Submarine Communications Program Office, PMW-173, intends to award a sole source firm fixed-price contract to Raytheon Systems Company (RSC) for the production and delivery of ten SubHDR antenna systems, spares, Intermediate Maintenance Activity (IMA) Test Station components, and Time-and-Materials (T&M) engineering support services on behalf of PEO (C4I & Space) Submarine Communications Satellite Program Office (PMW-173). The SubHDR antenna system (OE-562) enhances connectivity with Joint tactical commanders and Battle Force commanders, improving Strike Warfare readiness, due to reduction in time to transmit critical mission updates. The SubHDR antenna system enables commanders to communicate with all capital ships in the Battle Force via a common, flexible communications structure including electronic messaging, full motion video and imagery, and enhanced digital voice. This antenna is required for the submarine force to utilize the satellite bandwidth that was placed in orbit from fiscal year 1998 through 2002 by Global Broadcast Services and Milstar. The SubHDR antenna system provides a quantum leap in battle group connectivity from the current two-way 2.4 kilobits per second, to two-way 256 kilobits per second. This enables the submarine force to actively participate in battle group operations, providing and receiving near-real time data using the Common Operational Picture, and provide imagery and data to support battle group missions. SPAWAR anticipates the award of an IDIQ/firm-fixed-price contract with quantity discount pricing and multiple ordering periods over the five (5) year life of the contract. Quantities are estimated at two (2) HDR systems per year, one (1) IMA Test Station, one (1) spares kit per year and the option for eight thousand (8,000) hours of engineering and field support services per year. A SubHDR Antenna System shall be comprised of the HDR antenna system, a dip loop cable, junction box, hull penetrator and RAS kit. Delivery requirements are estimated at one (1) per month beginning fifteen (15) months after effective date of option exercise.
