Description
The Department of Labor, Employment and Training Administration (DOL/ETA) is soliciting proposals to select a contractor to provide assistance and support to ETA?s Division of Foreign Labor Certification (DFLC). The successful offeror will provide planning guidance, management oversight, and ongoing technical assistance in the development and subsequent implementation of an operational plan. The plan will be designed to effectively and efficiently eliminate a backlog of foreign labor certification applications beginning with the receipt of the application to certification or denial of the application by an onsite federal official. The offeror shall work cooperatively with federal officials in the design of the plan and have primary responsibility for its successful implementation. Training of staff that will have application processing responsibilities shall be necessary. The successful offeror must develop a working knowledge of the experience DFLC has gained through a model simulation project currently operating. This information and its processes must be conveyed via training and technical assistance to the entity with ultimate responsibility for processing of backlog applications. Offerors are advised that the contractor and all subcontractors/consultants selected for award under RFP-DCS-03-31 must recluse themselves from bidding on future RFPs released by DOL/ETA/DFCL, whose statement of work focuses on the elimination of the backlog of foreign labor certification applications. The period of performance for the prospective award will be twenty-four (24) months from the date of contract execution plus two one-year options at the discretion of the government. A cost-reimbursement type contract is contemplated being awarded under this solicitation. This solicitation is a 100% Small Business Set-Aside. North American Industry Classification System (NAICS) Code is 541611 with a $6 million size standard. Requests for Proposals will be available on the FedBizOpps site at http://www.fedbizopps.gov, approximately 15 days from the date of publication. Request for Proposals in hard copy form will also be available upon written request, only on a first come, first served basis, until the supply is exhausted. Telephone requests will not be honored. For requests made after the supply is exhausted, the Contracting Officer may determine whether payment of a fee is warranted. The fee will not exceed the actual cost of duplication of the solicitation document. Closing date for receipt of proposals will be July 11, 2003, at 2 p.m. local time. Requests for proposals must cite RFP-DCS-03- and must include two self-addressed labels. Failure to enclose labels may cause delay in receipt of the solicitation. No collect calls will be accepted. It is the sole responsibility of the offeror to continually view the websites for any amendments made to this solicitation.
