Description
The National Institute of Standards and Technology (NIST), Information Technology Laboratory, through the Acquisition Management Group, NIST, intends to award a sole source simplified acquisition under the Federal Acquisition Regulation (FAR) Subpart 13.5 ? Test Program For Certain Commercial Items to AudioDev USA, Inc, Woodland Hills, CA 91367. The purpose of this simplified acquisition is to procure a CATS SA300 Test System to upgrade an existing CD-CATS, SA3 CD test module system (CD analyzer). The requirements are as follows: The new system must configure with and support the existing CD-CATS, SA3 CD test module system to integrate the capabilities of both systems; the system must test DVD media in the following states: DVD-ROM (both type 5 and type 9), DVD-R (both before and after recording), DVD-RW (both before and after recording), DVD+R (both before and after recording), DVD+RW (both before after recording); the system must have complete and automated calibration capability; The system must have two test drives. Both must be capable of testing ROM and recorded DVDs, one test drive must be capable of testing blank Plus (+) DVDs (but may be capable of testing blank Minus (-) DVDs), the other test drive must be capable of testing blank Minus (-) DVDs (but may also be capable of testing blank Plus (+) DVDs); Both test drives must have the same measurement capabilities for DVD-ROMs and for recorded DVDs and must be based on the same test drive technology (i.e. same test drive pick-up head; and Calibration traceable to industry standard references for all formats ? DVD Read only ?single layer, DVD Read only ? dual layer, DVD Recordable (-R/-RW), DVD Recordable (+R/+RW). The sole source is based on the AudioDev?s unique capability to meet all requirements and ensure 100% compatibility with existing equipment. This proposed requirement for which the Government intends to solicit only one source is under the authority of FAR 13.106-1(b). Interested concerns may identify their interest and submit a capability statement that demonstrates in a written narrative format detailed information addressing their ability to meet the requirement and objectives as described in this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for competitive proposals. No solicitation document is available; therefore, requests for such a document will be considered invalid responses. A determiniation to compete this proposed requirement is solely within the descretion of the Government. If no affirmative responses are received by May 29, 2003 at 1:00pm local time, the Contracting Officer will proceed with the award to AudioDev, USA, Inc.
