Description
The Social Security Administration (SSA) is conducting market research seeking sources for commercial off-the-shelf (COTS) or government off-the-shelf (GOTS) solutions to provide the services of a Web Content Management System (CMS). Background: SSA recently completed a redesign of its current site accessible at http://www.socialsecurity.gov. This project is limited to implementation of a Web Content Management System on the central areas of the SSA public Web site. Presently, the Web site is comprised of approximately 20,000 pages, most in HTML and PDF formats. The Web site also has 18 online applications that are written in Perl, IBM Websphere, and other programming platforms. Current files are copied to a staging Web server on a flow basis and moved to 3 main Web servers each hour via FTP. Although most content pages are static, SSA may convert some or part of the Web site to a database-driven platform(s). Capabilities: The CMS must be capable of use by 100 to 300 owners who publish content to the Web site. The content creation and posting process typically involves only one level of approval. Current content owners vary in their functionality and rights and include users who author, review, and approve content. All content owners will be required to use a CMS to publish content and work rules will be established to provide the necessary reviews prior to publishing. Content owners have varying degrees of skill in authoring Web pages, so the CMS solution should provide an option for a template-driven authoring. The CMS solution should also provide a facility to archive the Web site in such a way that it can be rolled back to earlier versions of the site and should have the capability of viewing a version of the Web site as of any given day. A CMS software solution must be capable of running on the SUN Solaris Operating System. Any CMS solution must be capable of pushing content to various Operating Systems including SUN Solaris. Experience: At a minimum, respondents must have experience providing this service to other Government Agencies and/or large companies that have implemented their solution. Respondents are asked to provide 3 references with similar requirements to what SSA is requesting, outline their capabilities, and explain how they would meet the needs of SSA. This is not a request for quotations and requests for copies of a solicitation and/or telephone calls will not be honored or acknowledged. The Government does not intend to pay for information provided in response to this announcement. Respondents will not be notified of the results of any evaluation made from the information submitted. No award will be made on the basis of this synopsis. All responses are due by May 31, 2003. No due date extensions from closing date will be granted.
