Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included with this notice. Solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-13. This procurement is unrestricted. All responses from responsible sources will be fully considered!! The resulting award will be a Firm Fixed Price contractual action. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES/PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All Quotes/Proposals must reference the Solicitation number USZA92-03-T-0030. THE FOLLOWING IS THE LISTING OF THE REQUIRED ITEM(S) NEEDED ON THIS CONTRACT. Ammunition (Must Be American Made) ? 503,000 Rounds of 5.56mm or Equivalent with Delivery to Fort Bragg, NC 28310. FAR provisions and/or clauses referenced will be furnished in full text upon receipt of written request. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: the following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.212-1, Instructions to Offers-Commercial Items October 2000); 52.212-2, Evaluation Commercial Items ( Jan 1999), with the following evaluation factors inserted in paragraph ?a? of the provision: ?Quotes will be evaluated as to the minimum requirements state herein, price and delivery time?. 52.212-3, Offeror Representations and Certifications-Commercial Items (July 2002) and Defense Federal Acquisition Supplement (DFARS) 252.212.7000, Offeror Representations and Certifications-Commercial Items (Nov 1995) are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their quote/proposals. The following FAR Clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items (Feb 2002); 52.212-5 (Dev), Contract Terms and Conditions to Implement Statutes or Executive Orders-Commercial Items (Deviation)(May 2002) is hereby incorporated by reference, with the following clauses being applicable to the solicitation: 52.203-6 Alt I, 52.222-26,Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans, 52.222-36 Affirmative actions for Handicapped Worker (29 U.S.C. 793), 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212), 52.225-3 Buy American Act ? Supplies (41 U.S.C. 10), 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. Additionally, the following clauses are applicable to Defense Acquisitions of Commercial Items; 52.204-7004, Required Central Contractor Registration, 252.212-7001 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Deviation). QUOTES ARE DUE: Quote/proposals shall be received at HQ-USASOC, ATTN: AOCO (JERRY LAMBERT), FORT BRAGG, NC 28310, not later than 3:00 p.m. EDT, 27 May 2003. FAX submissions will be accepted at: (910) 432-9345. Quotes/proposals shall include: (1) letter signed by an individual authorized to bind the organization, with a schedule of offered items to include: proposed specifications, proposed delivery performance (Number of Days for Delivery after receipt of Order)and price. (2) completed Representations and Certifications, and (3) acknowledgement of any amendments that may be issued. Any amendments issued will be published in FEDBIZOPS the same as this combined synopsis/Solicitation. The North American Industry Classification System (NAICS) is: 332992.
