Description
NASA/JSC has a requirement for a PEM Fuel Cell Stack. This acquistion involves the purchase of one (1) at greater than 3 KW @ 24 VDC PEM Fuel Cell Stack that will be a component in a fuel cell power plant as part of the SCOUT program requirements. As the power plant will be a part of a mobile system, a light-weight and efficient stack is required. The system requires the stack to weigh 35 lbs or less. This power plant will operate on gaseous hydrogen and oxygen (not air as is the industry standard). The power plant requirements for the fuel cell includes 4 KW continuous operations for not less than 10 hours. The delivery date must be on or before 60 days after contract is awarded NASA/JSC intends to purchase the items from ElectroChem, Inc., on a noncompetitive basis. The authority permitting for other full and open competition is FAR 13.5 "Test Program for Certain Commerical Items". The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 23, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". Oral communications are not acceptable in response to this notice.
