- Description
- NASA Glenn Research Center plans to issue a Request For Offers (RFO) using Best Value Selection for VARIABLE FREQUENCY POWER SUPPLY SYSTEM. The project consists of base work and one (01) option for additional variable frequecy power supply system work. This project shall include supervision, labor , material, and mobilization. THE BASE CONTRACT WORK CONSISTS OF THE FOLLOWING: the design, electrical study, fabrication and installation of rotating machinery, high voltage switchgear, power transformers, and controls. Upgrade of the system shall be performed to meet the following criteria: 1. Frequency converter design: existing 1200 kw dc-ac motor-generator sets shall be re-designed to match existing operational equipment for parallel operation. 2. AutoCAD design and layout of 790 V and 15 kV switchgear, large power transformers, protective systems and controls. 3. Studies of machine characteristics, short circuit/fault design and coordination, and harmonics effects. 4. Fabrication and installation of all new equipment and auxiliaries with associated power and controls cabling. Option One: The complete rewind and refurishment of a second Government furnished converter set. The magnitude of the Construction project is estimated between $500,000 and $1,000,000. A FIXED PRICE CONTRACT is contemplated. This work is considered "HEAVY AND CIVIL ENGINEERING CONSTRUCTION". The North American Industry Classification System (NAICS) code is 238990 and $12.0 million in three-year average annual receipts for determining whether or not a business is small. THIS IS AN UNRESTRICTED PROCUREMENT. Technical and procurement related questions shall be directed to: Erick.N.Lupson@nasa.gov. The firm date for receipt of offers will be stated in the RFO. Drawings and specifications will be available from a local BLUE PRINTER listed in the RFO. The Period of Performance shall be stated in the RFO. All qualified responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". THE SOLICITATION SHALL BE POSTED AS SOON AS AN RFO OPENING DATE IS ESTABLISHED. The solicitation and any documents related to this procurement [with the exception of specifications and drawings] will be available over the INTERNET. These documents will be in Microsoft Office 2000 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offers shall notify this office of their intent to submit an offer.
