Description

The Government announces its requirement to procure for the construction of upgrades of various HVAC systems and upgrades and replacement of equipment needed to improve circulation and air quality in the building at the James T. Foley Courthouse, Albany, NY 12207. The successful contractor shall furnish all necessary labor, materials, and supervision. The proposed construction includes, but is not limited to, upgrading equipment at fans and radiators, replacing VAV boxes, installing temperature control devices at existing mechanical equipment, installing a ventilating unit and ductwork in the basement, and minor lead and asbestos abatement. The magnitude of this construction project is estimated between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) code is 238220 and the size standard is $12 million. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. Interested contractors please note that bid acceptance period of less than 90 days or a lack of bid guarantee will cause rejection of your bid. This procurement is 100% set-aside for HUBZone small business concerns. Offers from other than HUBZone small business concerns will not be considered. All responsible HUBZone sources may submit a bid which shall be considered by the agency. The required construction completion date is 360 days commencing one day after the notice to proceed. The tentative solicitation release date is fifteen (15) days from posting to GSA FedBizOpps website. GSA is issuing this solicitation only electronically. Interested parties may access the solicitation at http://www.fedbizopps.gov. This site provides instructions for downloading the solicitation file. This solicitation incorporates documents which are not available electronically on the Governmentwide Point of Entry (GPE). The solicitation, amendments to the solicitation, specifications and drawings will only be available through a secured Internet site. Interested parties shall send all requests to access the secured Internet site and requests for the solicitation to the attention of Joan Koeppe at the email address shown in this presolicitation notice. Contractors are requested to provide a street address, telephone number, business license or other documentation granted by the state or local jurisdiction to conduct business, valid DUNS number, valid IRS Tax ID Number and email address. Contractors will also be required to sign a Document Security Notice. Once the request for the solicitation has been accepted, one email will be sent to the email address provided. The email will provide instructions for entry into the secured Internet site and access to the solicitation. Contractors should request E-mail notification from FedBizOpps in order to remain apprised of solicitation availability. See Note 27.
