- Reference is made to the two (2) prior advance notices issued on 13 January 2003 and 18 March 2003 respectively regarding the Naval Sea Systems Command?s intentions for the TB-29A Towed Array Full Rate Production Systems competitive solicitation. Due to unforeseen events, PMS401 has reassessed its TB-29A Towed Array requirements for FY04 and beyond. As a result of this reassessment, PMS401 has decided to change its acquisition strategy. This notification is to advise prospective offerors of NAVSEA?s intention to again limit competition pursuant to 10 U.S.C. 2304 (c) (1). The solicitation will be issued for competition on a price only basis between Lockheed Martin Integrated Systems, Syracuse, NY and L-3 Communications, Ocean Systems Division, Sylmar, CA for the production, testing and delivery of up to ten (10) FY04 funded TB-29A towed array production systems plus an option for one (1) SURTASS TB-29A Towed Array for FY05. The solicitation will still contain provisions for data, ancillary equipment, the placement of orders for provisioned item orders, repair services and engineering services.*****
