Description

General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF. Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. RFP should be issued on or about May 30, 2003. Proposal receipt date of July 7, 2003 is approximate; actual receipt date will be established at the time that proposal documents are available. Description of Work: Clearing and grubbing trees on the upstream slope of the dam. Furnishing and installing upstream slope protection on the dam. Grouting small cracks and repairing joints in historic cobblestone spillway walls and spillway chute. Grading the diversion channel. Furnishing and installing a toe drain collection system and outfall structure. Filling low spots on the diversion channel side slopes. Reclaiming disturbed areas. Installing and removing temporary erosion control measures. Regrading portion of upstream slope of dam. Other items of work incidental to the above work items including clearing, dewatering, unclassified excavation, embankment fill, stripping and stockpiling topsoil, and protection and modification (if damaged) of instrumentation. The site of the work is located at the existing Lake Thibadeau Diversion Dam at the Lake Thibadeau National Wildlife Refuge in Hill County, Montana. The site is located approximately 15 miles north of Havre, Montana. The site is located on private land. Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price. A pre-proposal conference has been tentatively scheduled for June 18, 2003. The meeting will be held at 9am at the Duck Inn, 1300 1st Street, Havre, Montana. This meeting will be followed by a tour of the work site. This solicitation is open to large and small businesses. Estimated price range, $200,000 to $400,000. Time for completion is approximately 60 calendar days. All responsible sources may submit an offer that will be considered.
