Description
This is a combined synopsis/solicitation for Consultant Research Services. This is for commercial services prepared in accordance with the format described in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a request for Quotation (RFQ), FUGPL931260100. This document and incorporated provisions and clauses are those in effect through FAC 2001-13 dated April 17, 2003. This acquisition is 100% set-aside for small business. The NAICS Code is 541710 and the small business size standard is 500 employees. CLIN 0001, I JB, The contractor shall provide research services in the area of quantum algorithms and models supporting the Air Force Research Laboratory's (AFRL) basic research program in Quantum Computation for Physical Modeling. The contractor will work on determining the "quantum computational complexity of the simulation of a turbulent viscous fluid as a function of its Reynolds number along with and in support of AFRL researchers. The contractor will also provide computational and mathematical support in the area of quantum computation and discrete models of hydrodynamics. The contractor shall provide systems administration support to the AFRL group, including the development of a Mathematica interface to all of the different simulation codes used there, and possibly for the control and operation of the spatial nuclear magnetic resonance (NMR) spectrometer. The contractor will also work on the design of a modern lattice-gas machine, which may be used to test reversible algorithms as a prelude to unitary quantum algorithms potentially run on the spatial NMR spectrometer. The contractor will also assist AFRL in the construction of the next generation lattice-gas machine if AFRL pursues that avenue. Scientific progress achieved during the period of performance of the contract shall be published as technical reports and articles in accepted referred journals. The contractor will make the software implementation of any developed model available to AFRL. The level of effort is one senior computational physics researcher at 8 hours per week, one system administrator consultant at 32 hours per week and one scientific programmer at 8 hours per week, submit hourly rates for these positions. The period of performance is from June 01, 2003 through Sep 30, 2003. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial; Evaluation. Award will be made to the responsible offeror whose proposal is judged to represent the best value to the Government considering Technical Acceptability, Past Performance and Price. Technical and Past Performance, when combined are significantly more important than price. Offerors are required to submit at least three references for evaluation of past performance for same or similar services.
