- This is a revised combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation for purchase request F13SAF31071100 is issued as a request for quotation (RFQ) using Simplified Acquisition Procedures at FAR Subpart 13.3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20020730. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. This requirement is a Total Set Aside for Small Businesses, NAICS code 514191, Size Standard $18M. The expertise for this requirement requires that all bidders be certified to maintain manufacturer's warranty. All bidders must quote APC service plans that will be fulfilled by APC certified service providers. All interested bidders are required to submit with their bid, their APC service certification. To complete the necessary service as defined in each contract line item number (CLIN) referenced to Maintenance. Provide APC Authorized Service and Support Next Day for 1 APC 30 KW SILCON Unit and 1 APC 60 KW SILCON Unit with external battery. This will include 1 Preventive Maintenance for each unit (30 KW, 60 KW, and 60 KW External battery) and required by APC. The part numbers for the services requested, with the associated quantity, are as follows: CLIN 0001, WONSITEEND-SL-11, 1 Year Next Day for 30 KW Unit, Qty 1. CLIN 0002, WPMV7X24--SL-11, 7x24 Preventive Maintenance Visit for 30 KW Unit, Qty 2. CLIN 0003, WONSITEEND-SL-12, 1 Year Next Day for 60 KW unit, Qty 1. CLIN 0004, WPMV7X24--SL-12, 7x24 Preventive Maintenance Visit for 60 KW Unit, Qty 2. CLIN 0005, WXBTONSITE-BT-12, 1 Year Next Day for External Battery, Qty 1. CLIN 0006, WXBTPMV7X24-BT-12, 7x24 Preventive Maintenance Visit for External Battery, Qty 2. The required delivery date is 30 days after award. The place of delivery and acceptance is Maxwell-Gunter Annex, Alabama. FOB point is Maxwell-Gunter Annex, Alabama 36114. Partial shipment and partial payment are authorized. The provision at 52.212-1, Instructions to Offerors ? Commercial Item (OCT 2000) applies to this acquisition. Award will be based on price. All contractors must include with their quotes, a completed copy of Federal Acquisition Regulation (FAR) provision 52.212-3, Offerors Representations and Certifications-Commercial Items. The following FAR provision applies to this Solicitation: 52.212-1, Instructions to Offerors-Commercial and 52.212-3, Offerors Representations and Certifications-Commercial Items (JULY 2002). The following Defense Federal Acquisition Regulation (DFAR) provision applies 252.225-7035 Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payments Program Certificate (MAR 1998). The FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2002), applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (APRIL 2003), applies to this acquisition, and the following subparagraphs under paragraph are applicable (11) 52.222-21, Prohibition of Segregated Facilities; (12) 52.222-26, Equal Opportunity; (13) 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; (14) 52.222-36, Affirmative Action for Workers with Disabilities; (15) 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; (16) 52.222-19, Child Labor-Cooperation with Authorities and Remedies; (24) 52.232-33, Payment by Electronic Funds Transfer. The clause at DFAR 252.204-7004, Required Central Contractor Registration applies to this acquisition and 252.225-7036, Buy American Act-North American Free trade Agreement Implementation Act-Balance of Payments Program. The Government contemplates award of one fixed price contract resulting from this solicitation. Copies of above-referenced clauses are available upon request. Bidders are encouraged to use the Standard Form (SF) 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov for use in preparation of quotation for submission. All clauses and provisions can be accessed via the Internet at http://farsite.hill.af.mil. Contractors must be registered in the Central Contractor?s Registration database (www.ccr.gov) prior to the award of any Government Contract in accordance with DFAR 52.204-7004. This solicitation will be only for Small Businesses. Afterwards, an award will be made based on service certification, the best price, the best delivery time, and the best value to the Government.
