The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Narcotics Affairs Section (NAS), Bogota, Colombia. The purpose of this position is to serve as the Aviation Program Manager to the Colombian National Police (CNP) Air Service. The Colombian National Police (CNP) Aviation Program (ARAVI) consists of 58 rotary wing and 21 fixed wing aircraft and has an annual budget of over $60 million. The program includes 200 contractors, six personal services contractors and 1,300 CNP personnel. ARAVI has eight principal bases a number of forward operating locations. The NAS program provides airframes, logistics, maintenance, operational advice, fuel, and infrastructure. The ARAVI aircraft in turn support the aerial eradication program with escort and search and rescue aircraft and transport and reconnaissance aircraft. The program provides support on a case-by-case basis to CNP programs such as anti-kidnapping units and the Carabineros program. STATEMENT OF WORK A. Perform oversight and evaluation of contractor operations. This oversight includes, but is not limited to, establishing necessary directives, authorizing use of program aircraft, reviewing contractor flight operations procedures, and monitoring contractor proficiency. Submits regular written reports of the contractor's performance and activities to the NAS and the Contracting Officer's Representative (COR) regarding contractor performance relating to ARAVI. B. In Coordination with the CNP, direct and coordinate aircraft and personnel deployments within Colombia for the purpose of supporting efforts to destroy illicit narcotics crops through aerial and air-mobile eradication, intercepting illegal drug shipments through interdiction and provide the CNP training and support for the institutionalization program. C. Develop, coordinate, organize and implement comprehensive operational systems and procedures for the police aviation program. These operational systems and procedures include, but are not limited to, an aircrew training program, a system of operational directives and training and standardization regulations based upon the Department of State (DOS) Aviation Operations Directives, DOS Guide to Aviation Training and Standardization, DOS Aircrew Training Manuals, Office of Aviation Standard Operating Procedures for counter narcotics operations in Colombia and deployment operations procedures in support of the CNP operations throughout Colombia. D. Assist the CNP in development of operational tactics and new training procedures for the purpose of enhancing air operations. These tactics and procedures include, but are not limited to, helicopter escort tactics/rules of engagement/aerial gunnery in support of the counter narcotics mission in Colombia. E. Provide operational direction and guidance to the contractor and CNP operations activities and personnel for the purpose of destroying illicit narcotics crops, and interdicting the flow of the finished narcotics products into the U.S. This includes, but is not limited to, planning and coordination with the U.S. Department of Defense (DOD), DOS and the Drug Enforcement Agency (DEA), US. Customs, other Federal agencies and host national law enforcement agencies for the purpose of destroying illegal narcotics crops through aerial and air-mobile eradication and intercepting illegal drug shipments through interdiction operations. f. Provide direction and oversight for contractor and CNP aviation training and standardization. Work with the CNP on adoption and implementation of DOS flight regulations, aviation training and standardization, and aircrew training programs. Oversee the CNP aviation standardization program. G. Collect, review and disseminate data on aviation tactics, techniques, and employment in support of the counter narcotics mission. Liaise with the Office of Aviation, DOD, DOS, other U.S. Government agencies and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to operations. H. Supervise activities of six Personal Services Contract employees (three FP-02 and three FP-03) and approximately 200 contractor personnel. Provide both technical and operational oversight to the CNP aviation leadership and staffs, and technical direction and management to contractor employees. Plan work set or negotiate deadlines and completion dates, and review and accept or reject final work. Assign work based on work priorities, difficulty of the assignments and capabilities of the employees. Give advice and instruction to employees on both work and administrative matters. Identify developmental and training needs, find ways to improve the quality of work and develop overall performance standards for both USG and contractor personnel. MINIMUM QUALIFICATIONS A. U.S. citizen eligible for a Department of State Secret Clearance. B. Bachelor's degree in management or a related field, and 20 years experience of management experience in positions of increasing responsibility; or a Master's degree in management or a related field and 15 years of management experience in positions of increasing responsibility. C. In-depth knowledge of tactical employment of fixed wing and rotary wing aircraft in a counter narcotics operation, including capabilities, limitations and techniques of employment of aircraft used by the Office of Aviation. Msut have 15 or more years of experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of rotary wing pilots, the tactical employment of aircraft in a high threat environment, and the deployment of aircraft to OCONUS locations. D. In-depth knowledge of aviation aircrew training and standardization programs, to include operating directives, training and standardization publications, aircrew training manuals and related documents. E. Broad knowledge of command communications and government intelligence procedures. F. Highly specialized skill in the operation of aircraft as a pilot. FAA commercial pilot license is required. G. Knowledge of U.S. Federal Aviation Administration Regulations including, but not limited to, FAR Part 1, 61, 67, 91, 135, 137, 141, and 830. H. Spanish language at the Foreign Service Institute (FSI) R-2/S-2 level or Defense Language Proficiency Test (DLPT) 2/2. I. Knowledge of and skill in operation of desktop computer based word processing systems. J. Knowledge of USG contract administration and acquisition procedures. K. Physically qualified to live in Colombia and to engage in frequent in-country travel to remote locations. L. Ability to deal diplomatically with Colombian counterparts in a controversial program that is of extreme importance to the government of both the U.S. and Colombia. Supervision Received/Contract Administration: The incumbent reports to the NAS Deputy Director who will act as the Contracting Officer?s Representative (COR). The Contract Administrator shall be the INL Contracting Officer and is designated alternate for the NAS Deputy Director when absent. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. At the discretion of the Contracting Officer, the contractor may be designated the Government Technical Representative (GTR). Authority to make commitments: None. Guidelines: Guidance is provided from Department and Administration policy and directives and operating procedures regarding U.S. International Narcotics Control matters. Given the operational setting of Colombia, with its internal conflict, constant physical danger and frequently remote sites where the NAS must conduct operations, the incumbent is required to demonstrate great originality, resourcefulness and ingenuity. Complexity: Assignments include analysis of all facets of aviation operations management and involve a fleet of fixed wing and rotary wing, tactical and transport aircraft, which function within an integrated program of diverse counter narcotics missions. These missions included aerial and air mobile eradication, aerial and air mobile interdiction, forward area aerial resupply, replenishment, sustainment, and host nation aviation training. Incumbent must apply specialized and professional knowledge to supervise flight standardization oversight of aviation support contractor and CNP pilots operating in Colombia and at multiple forward operating locations. The incumbent oversees pilot training programs, plans, policies, and procedures for the police aviation program. Coordinates recommendations from staff officers, consults with the NAS Deputy Director regarding ongoing projects, provides guidance to subordinate program aviation advisors, standardization pilots, contractor, CNP and operations personnel, and oversees implementation of the program. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the police aviation program that will improve safety of aviation operations in support of the counter narcotics mission. Scope and Effects: The work is primarily conducted in an office or aircraft hangar with frequent travel to the field for meetings, conferences, activity reviews, and field inspections and/or program evaluations. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent while at the sites. Personal Contacts: Contacts will be made with middle and senior levels of host government personnel, particularly in the CNP. Incumbent will also be required to interact with USG agencies involved in CN program such as DEA. Incumbent will also be required to have contact with Congressional delegations and other visitors interested in the police aviation program. Purpose of Contacts: The incumbent serves as the program manager of the Police Aviation program. As such, the incumbent must often employ persuasion, diplomacy and cooperation to achieve USG goals. Incumbent must also be able to help NAS in responding to the concerns of the U.S. Congress and other high-level USG officials regarding the police aviation program. EVALUATION CRITERIA Factor 1. Demonstrated experience and In-depth knowledge of tactical employment of fixed wing and rotary wing aircraft in a counter narcotics operation, including capabilities, limitations and techniques of employment of aircraft. Factor 2. Demonstrated management experience 15 or more years as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of rotary wing pilots, the tactical employment of aircraft in a high threat environment, and the deployment of aircraft to OCONUS locations. Factor 3. Demonstrated experience and in-depth knowledge of aviation aircrew training and standardization programs, to include operating directives, training and standardization publications, aircrew training manuals and related documents. Factor 4. g. Past Performance evaluation of applicant?s ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
