Description
THIS IS S A SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This sources sought is in support of a market survey being conducted by the U.S. Department of Energy, Savannah River Operations Office to determine potential sources capable of providing a refurbished railcar (caboose) that meets the following specifications: Car Body/Equipment - Caboose shall be a standard size extended vision cupola design, providing a full 360 degrees of vision. - Cupola area shall have operational (capable of opening and closing) windows on the outboard sides, should have operational windows on the access doors, and may have operational or solid windows in other areas. - Cupola area shall have sufficient seating for at least two persons per side for reasonable and easy view through the cupola windows. - The cupola area shall have a work surface/table type area suitably sized for positioning radios and laptop computer sized equipment accessible to the cupola seat on both sides. Surface can be retractable and shall have a non-skid type surface. - Caboose compartment shall be a reasonably open area allowing seats for 9 or more persons. - Caboose shall have a 15kW diesel generator set or better w/basic interior controls. Size of generator shall meet all reasonable power demands as outfitted. - Caboose shall have new, upgraded, or good condition electrical service throughout with an inside breaker panel. Electrical outlets shall include at least four (4) AC outlets down each side of the corridor, two (2) AC outlets in or as near as reasonable to the cupola seating area, and two (2) AC outlets on both sides of the caboose in opposite corners. - Roof air conditioning unit(s) with heat strips shall be of sufficient capacity to meet the expected A/C load of the railcar with nine (9) persons traveling in mid-summer in the southeast United States. (*) - The interior compartment shall have a Microphor (brand) toilet with holding tank or other equivalent flushing toilet with waste holding tank in an acceptable uni-sex restroom. - The caboose shall have a potable water tank greater than 50 gallons. - All access points to inside the caboose shall be lockable. Operational windows shall be lockable from inside and access doors shall have appropriate security locks. All keys shall be marked and provided to the DOE Program Manager at the time of delivery. - Caboose shall be AAR Interchange condition at time of delivery. - Caboose shall have glazing per FRA (Federal Railroad Administration) 223 requirements. - Caboose shall have new exterior paint of 1 or 2 color, of simple design with contrasting safety colors applied where appropriate. Exterior paint shall be common as typically seen on cabooses such as red or gray. - Interior compartment shall have new interior paint of 1 color of reasonable color and shade. - Caboose shall be less than 50 years old and have roller bearing trucks. - Designation letters shall be painted or applied to the body?s exterior. Specific identification number to be obtained by the Offeror or the Department of Energy. - All other equipment onboard the railcar shall be operational and in reasonable condition. * An appropriate capacity heat pump unit(s) for heating and air condition may be used in a standard roof air conditioning unit(s). Heat may be provided via baseboard heat if demonstrated a better value.] THIS IS NOT A REQUEST FOR PROPOSALS. NO AWARD WILL BE MADE BASED ON RESPONSES TO THIS ANNOUNCEMENT.
